[What the role is]

This role sits within the Innovation Division under IMDA’s Enterprise Transformation & Innovation Group (ETIG), which drives digital transformation and fosters innovation ecosystems across Singapore’s tech landscape. ETIG works closely with public and private sector partners to accelerate technology adoption, support high-growth companies and strengthen Singapore’s position as a global digital hub. Its work spans enterprise transformation, strategic partnerships and technology commercialisation.

We are looking for a Product Manager for the IMDA Open Innovation Platform (OIP), Singapore’s national digital platform that connects enterprises and government agencies with innovative solution providers. Together with the IMDA PIXEL Innovation Hub, OIP aims to democratise corporate innovation by making it easier for organisations to identify, test and adopt innovative solutions.

The role will report to the Digital Lead (Innovation).

[What you will be working on]

  • Product Ownership: Own and drive the continued product roadmap of OIP as a product in terms of features, enhancements, user journeys after identifying and outlining clearly the “jobs to be done” that OIP needs to address and work closely with UI/UX consultants to research and design the product, defining a vision for the product and be involved in the strategy, roadmap, and feature definition.
  • Product Discovery: Conduct product discovery with internal and external stakeholders to understand needs, propose and refine product ideas and finalise requirements.
  • Product Development: Translate the product concept and requirements into working solutions by collaborating closely with the development, UI/UX, and operations teams. This is done in an iterative, agile manner, scaling, and testing it at each iteration to ensure that the product meets its objective.
  • Product Management: Be the Subject-Matter-Expert (SME) of the OIP product, its business objectives and be well-versed with all the modules, features, and workflow to manage the day-to-day operations. Partner with marketing to own and optimise the adoption of the OIP Product as the marquee digital shopfront touchpoint and a digital leads generation engine.
  • Product Launches: To identify suitable milestones to debut the key and new product features and strategise product go-to-market process with marketing, by riding on various publicity channels and mediums.
  • Product Lifecycle Planning and Management: Own, monitor and drive the key performance indicators on usage and performance to measure the success of the OIP product and plan for the continued enhancements and features required to address the ever-evolving customer and industry needs.
  • Stakeholders Management: Partner IT counterpart to manage the product roadmap with key internal IMDA stakeholders, monitor delivery timelines and work with the external vendor/s to ensure the deliverables are met for the outlined roadmap agreed.
  • Contract Management: Manage contractual and payment matters with the appointed external vendor/s and ensure that the platform is operating in accordance to service level agreements.
  • Leadership: To lead by demonstrating accountability for driving the Innovation deliverables and agenda together with the digital pillar as a collective team.

[What we are looking for]

  • Background in Computer Science/ Information Technology / Engineering or relevant/related disciplines.
  • 3 to 5 years of relevant working experience in digital product development and product management in a fast paced, agile environment working with developers/engineers, UI/UX consultants/designers and external vendors/development partners.
  • Proven track record in successfully delivering high-impact, complex digital projects while managing risks, costs and balancing business needs.
  • Good written and verbal communication skills and stakeholders’ management.
  • Experience in integrating AI features into digital products to improve product efficiency and effectiveness and enhancing customer experience would be strongly advantageous.
  • Familiarity with government procurement processes and/or have been involved in government tender documentation or preparation preferred.
  • Familiarity with the Instructions Manual for Infocomm Technology & Smart Systems (ICT&SS) (IM8) and the government IT environment and Government Commercial Cloud (GCC) requirements would be an advantage.
  • Certified Scrum Product Owner (CSPO) and experience in project management and collaboration tools such as JIRA, Confluence preferred.

Position will be commensurate with the candidate’s qualifications and experience.
