This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of 390 Brant Street Burlington Ontario – Sims Square. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.

Position Overview

The Product Manager, Information Technology, Strategic Portfolio is a senior strategic role reporting to the Director/Chief Information Officer and working across the Information Technology division to help shape priorities, advance strategy and drive coordinated execution.

The successful candidate will be a strategic thinker and strong operator who can move comfortably between executive-level strategy and detailed execution, bringing together people, priorities, governance, financial information, performance measures and decision-making across IT.

The role serves as a central point of coordination for major divisional priorities, helping translate strategy into actionable plans, maintain momentum across complex initiatives, identify risks and dependencies and provide the CIO and IT leadership team with the analysis, insight and visibility needed to make informed decisions. Key areas of focus include portfolio and intake management, Application Portfolio Management, technology cost modelling, digital governance, performance and value reporting, executive decision support and other strategic priorities as they emerge.

Responsibilities

This position will be responsible for:

  • Providing senior-level support to the Director, Information Technology through the delivery of strategic product and portfolio initiatives such as Application Portfolio Management (APM), technology cost modelling, portfolio intake, and digital governance.
  • Leading the planning, implementation, and continuous improvement of digital products, with a focus on driving adoption, alignment with business priorities, and measurable value.
  • Developing and maintaining enterprise product roadmaps in collaboration with internal stakeholders and external vendors, ensuring alignment with departmental strategies and corporate objectives.
  • Supporting the design, implementation, and evolution of an IT cost model to increase transparency, inform decision-making, and optimize digital investments across the organization.
  • Leading and continuously improving the department-wide intake and portfolio management process, ensuring technology requests are assessed, prioritized, governed, and advanced in alignment with strategic priorities, capacity, and organizational value.
  • Coordinating cross-functional teams and vendor partners using Agile principles (Scrum or Kanban) to ensure successful delivery of digital solutions and enhancements.
  • Managing vendor relationships, including contract development, performance evaluation, issue resolution, and alignment of vendor deliverables with enterprise objectives.
  • Supporting change management, communication, and training activities related to product implementations, ensuring strong adoption and user satisfaction.
  • Collaborating with senior leaders across departments to identify and evaluate opportunities to leverage technology products in support of business transformation.
  • Monitoring, analyzing, and reporting on product performance and value realization to senior leadership, and making recommendations for course correction where necessary.
  • Preparing business cases, presentations, and reports for executive audiences, providing insight into product impact, portfolio health, and strategic alignment.

Requirements

  • A university degree in business administration, public administration, computer science, or a related discipline. A graduate degree or formal training in digital strategy, innovation, or enterprise architecture is considered an asset.
  • Certification in Project Management Professional (PMP), PMI-Agile Certified Practitioner (PMI-ACP) are considered an asset.
  • A minimum of 5 years of experience leading the delivery of digital products, platforms, or strategic technology initiatives, preferably in a public sector or complex organizational environment.
  • Demonstrated experience in product management, portfolio or program management, and working with both Agile and traditional delivery methods to advance strategic priorities including delivering cross-organizational solutions.
  • Proven ability to work closely with executive leadership, providing analysis, insights, and recommendations that shape technology investments and product roadmaps.
  • Strong understanding of enterprise IT environments and experience working with a range of digital platforms or technologies such as Microsoft Power Platform, Customer Identity and Access Management (CIAM), GIS, Workday, AMANDA, ServiceNow, or equivalent.
  • Experience supporting IT financial frameworks such as cost models, total cost of ownership analysis, or business case development to guide prioritization and investment decisions.
  • Knowledge of change management strategies, user adoption practices, and training and communication planning for successful implementation of digital solutions.
  • Experience in a municipal or broader public-sector environment is preferred.
