Job Description

Adept Consulting Services is seeking an experienced Product Manager to lead a three-year modernization initiative for a critical public-facing application used to manage and resolve consumer complaints involving utility companies.

The Product Manager will own the product vision and roadmap while guiding the solution through planning, design, development, testing, implementation, and user adoption. This individual will collaborate with business stakeholders, technical teams, solution architects, UX/UI designers, and vendors to ensure the modernized application meets current and future business needs.

The position is hybrid. Candidates are expected to work from a Pennsylvania office two days per week, including Wednesdays. Offices are available throughout the state, and the remaining three days can be worked remotely.

Key Responsibilities

  • Own and communicate the product vision, strategy, and roadmap for the application modernization initiative.
  • Gather, document, prioritize, and manage requirements from diverse business stakeholders.
  • Translate business needs into clear user stories, acceptance criteria, and actionable product backlog items.
  • Lead the product through planning, design, development, testing, implementation, and continuous improvement.
  • Oversee the planning, validation, and testing of large-scale data conversions.
  • Collaborate with architects, developers, UX/UI designers, and vendors to evaluate platform, architecture, integration, and technical approaches.
  • Prioritize product features and technical work based on business value, risk, dependencies, and strategic goals.
  • Maintain and refine the product backlog throughout the project lifecycle.
  • Facilitate Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives.
  • Serve as the primary liaison between business stakeholders and the technical delivery team.
  • Define product success metrics and key performance indicators and track progress against them.
  • Support business process improvement, change management, stakeholder communication, user training, and product adoption.
  • Ensure the solution complies with applicable security, data privacy, accessibility, and public-sector requirements.
  • Identify project risks, dependencies, and impediments and drive them toward resolution.
  • Provide regular progress updates, recommendations, and product insights to IT leadership and business sponsors.

Requirements

Required Qualifications

  • At least five years of experience as a Product Manager leading large-scale, $10 million or greater public-sector modernization initiatives.
  • Demonstrated experience modernizing legacy applications or leading digital transformation projects.
  • Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs.
  • Working knowledge of Agile and Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
  • Experience overseeing and testing large-scale data conversions.
  • Excellent written and verbal communication skills, with the ability to communicate effectively with technical and non-technical audiences.
  • Strong organizational and prioritization skills, with the ability to manage competing demands.

Highly Desired Qualifications

  • Experience with enterprise application modernization, including migrations from legacy platforms to modern architectures.
  • Familiarity with the Microsoft technology stack, Microsoft Azure, cloud platforms, or content management systems.
  • Experience with process improvement and business process reengineering.
  • Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
  • Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
  • Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent professional experience.
  • YAFOS certification.
