About the role.

As part of the development of our Digital Services function, we are recruiting to strengthen internal digital capability within the Digital Services within the Product and Delivery Team. These roles are central to building sustainable in-house expertise that supports the design, development, and delivery of digital solutions across the transport network.

A key focus of this campaign is creating new opportunities. As a result, we are recruiting a Product Manager to help drive the vision, delivery, and continuous improvement of products that deliver real value for users and the business. This role will help shape product strategy, prioritise value-driven work, and support multidisciplinary teams in delivering high-quality digital services. Working closely with stakeholders, delivery teams, and users, you will help create the right environment for successful product delivery by applying Agile principles. You will champion user-centred design, accessibility, and data-driven decision-making, while ensuring alignment with organisational goals, policy objectives, and service standards.

This is a hybrid role, requiring two days per week in the office, based at any National Highways office location and travel to attend team meetings will be required.

  • Define and maintain the product vision, strategy, and roadmap, ensuring alignment with user needs, policy objectives, and organisational priorities to deliver meaningful outcomes.
  • Own and prioritise the product backlog using user research, data insights, and stakeholder input to ensure teams focus on delivering the highest-value work.
  • Champion user-centred design, accessibility, and service standards, ensuring products are inclusive, compliant with GDS and DDaT guidance, and built around real user needs.
  • Work collaboratively with delivery teams to provide clear product direction, define acceptance criteria, and enable continuous, iterative delivery of value.
  • Build strong stakeholder relationships, using data and performance insights to support decision-making, manage risks and dependencies, and ensure alignment across teams and suppliers

About you.

  • Professional certifications such as Professional Scrum Product Owner, Scrum Master (Scrum.org / Scrum Alliance), or Kanban certification.
  • Experience applying Agile practices, with the ability to select appropriate delivery approaches, encourage experimentation, and help teams measure and visualise outcomes to continuously improve ways of working.
  • Strong user-centred mindset, able to use research and insight to represent user needs, prioritise work, and advocate for inclusive, accessible, and service-standard aligned products.
  • Ability to make value-driven decisions by balancing effort, risk, and business value when prioritising roadmaps, while supporting investment decisions with data and stakeholder insight.
  • Strong stakeholder, product, and strategic thinking skills, with experience building relationships, defining outcomes, and using performance data and KPIs to track success.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
