Our public service is being called upon to deliver a unified, seamless and effective digital experience for all New Zealanders. As a member of Digital Services/Te Pūnaha Matihiko you will help champion this change. We are seeking a Product Manager with vision and influence to help drive a strong, successful and connected digital public sector.

The Digital Services branch works across the public service to connect, influence and support the system to take advantage of new digital opportunities. It also supports the Government Chief Digital Officer (GCDO) to drive the government’s digital transformation and position government to succeed in a changing and evolving digital age.

The role | Te tūnga

As a Product Manager, you will take ownership of product development priorities for one or more digital products that are widely used system assets. You will provide high‑quality strategic and tactical advice to shape product vision, strategy, and roadmaps, ensuring alignment with business objectives, user needs, and all‑of‑government priorities.

You will work closely with a dedicated vendor and/or internal cross‑functional teams in an Agile environment to lead product delivery from concept through to release and continuous improvement. This includes championing service performance, availability, and resilience, while embedding customer‑centric, data‑informed decision‑making into product development and maintenance.

The role requires strong collaboration with internal and external stakeholders to identify priorities, manage dependencies, balance competing demands, and ensure alignment across complex multi‑system and multi‑vendor environments. You will also proactively identify risks and mitigations to ensure digital products remain trusted, safe, secure, and fit for purpose.

What you bring | Nōu te rourou

  • Proven product leadership – experience as a Product Owner or Product Manager delivering digital products using Agile methodologies (Kanban and/or Scrum)
  • Strategic product thinking – demonstrated ability to define and deliver product strategies and roadmaps within complex, multi‑system and multi‑vendor environments
  • Strong digital capability – deep understanding of digital technologies, content channels, and how emerging technology can improve user experiences
  • Customer‑ and data‑led decision‑making – ability to balance user insight, analytics, and business outcomes to drive prioritisation and recommendations
  • Influential stakeholder engagement – strong relationship‑building skills, with experience working across vendors, internal teams, and central agencies
  • Delivery focus and resilience – ability to work at pace, manage competing priorities, identify risks, and deliver pragmatic solutions to complex problems

The appointing range for this role $117,734 – $130,815, with the potential to appoint higher depending on level of experience.
