The Procurement Technical Officer role is positioned within NRC’s support functions, contributing to the effective and compliant delivery of programme activities through timely and efficient procurement services. Operating within the country office structure, the role supports implementation by ensuring that goods, services, and works are sourced in line with NRC procedures, donor requirements, and local regulations.
The Procurement Technical Officer works at an implementation level, handling day-to-day procurement processes, maintaining documentation, and supporting compliance, while also contributing to market analysis and supplier engagement.
The purpose of this position is to ensure the effective and efficient delivery of goods and services while ensuring the NRC value for money principles are followed to the latter.
Generic Responsibilities:
Ensure that all procurements are done per NRC logistics policies, procedures, and donor regulations.
Prepare requests for quotations and source bids & quotations per NRC procurement regulations and thresholds.
Support in the preparation of RFQs/ITBs, Tenders, and BID analysis for complex purchases.
Manage the prequalification of service providers and ensure all purchases mee ng thresholds for use of prequalified vendors and services providers are adhered to.
Manage the waiver/NTF register and share it with the Procurement Manager/Coordinator.
Support in the receiving of Bid/Tenders and assist in opening and processing stages.
Prepare the payment requests, while ensuring accuracy and complete supporting documents are a ached.
Maintain proper files for procurement documents (and upload all documents in Agresso).
Check and receive purchase requisitions and initiate the procurement process according to NRC procurement regulations and thresholds.
Ensure RFQs/ITBs, are prepared and sent out within the agreed lead me.
Complete and issue purchase orders per NRC regulations.
Check procurement documents (Bid analysis, Purchase Orders, Payment documents, etc...) and submit them to signatories for verifications and approvals.
Follow up with suppliers and organize for delivery of materials.
Update and share the procurement tracker regularly.
Ensure updating Vendors' databases and explore and help in developing the Area level FWA.
Support partner procurement
Any other tasks assigned by the supervisor.
Generic professional competencies:
Bachelor’s degree in relevant field.
2 years of experience in procurement.
Preferably 2 years of experience working in a humanitarian organization.
English level B2.
Context related skills, knowledge and experience
Knowledge of the context in NGO Ukraine
Knowledge of local procurement regulations and compliance requirements
Understanding of local market and supplier landscape
Experience working in complex or emergency settings
