Procurement & Supply Chain Officer (Ref: 260000CX)

Background
MTR Corporation’s Procurement and Supply Chain (P&SC) function oversees circa HKD 20 billion annual expenditure with over 3,000 suppliers across a diverse range of spend categories supporting HKTS (rail operations), HK Properties (commercial malls and residential estates) and corporate function stakeholders.

P&SC’s ambition is to be a trusted business partner that consistently delivers recognized value and commercial benefits through supply market expertise, effective commercial strategy and agile ways of working across the end-to-end procurement lifecycle.

P&SC is committed to achieving practice excellence in demand & category planning, sourcing & contracting, commercial & contract management, supplier relationship and performance management, and supply chain and ESG risk management.

Responsibilities

1.Category Management.Responsible for end-to-end procurement and supply chain management in the field of signaling, overhead line & high-voltage works, UPS, permanent way, telecommunication system or Electrical & Mechanical (E&M) equipment.

2.Stakeholder & Demand Management. Engage with business stakeholders to identify and consolidate demand pipeline, identify and validate procurement needs/specifications, achieve agreed business objectives/targets and drive commercial synergies.

3.Source-to-Contract (S2C). Assist in planning, developing and implementing sourcing/contracting strategies which meet business requirements whilst maximizing competitive cost/value delivered and addressing World Trade Organization (WTO) / Building Management Ordinance / Government Procurement requirements.Support effective, efficient and collaborative execution of procurement plans and strategies from initial market engagement to final contract award (including specification reviews, risk assessments, bid management, supplier proposal evaluations, commercial and contract negotiations, and final contract award).

4.Procure-to-Pay (P2P). Support the team to efficiently plan and execute post-award order management, supply chain operations, commercial/contract management and business stakeholder escalation support.

5.Supplier Management. Assist in formulating and implementing supplier strategies and development plans, lead Supplier Relationship Management (SRM) with key suppliers to drive delivery performance on cost, safety, quality, assurance of supply, innovation and sustainability. Identify, evaluate, and enable continuous improvement, business development and partnership opportunities.

6.Supply Chain Risk Management. Assist in supporting pro-active supply chain risk identification and assessment efforts, develop and implement fit-for-purpose mitigation strategies with inputs from relevant category teams and business stakeholders.Understand business and operational risks and opportunities (including supply availability, reliability, sanctions and compliance/audits).

7.ESG/Sustainability. Assist in supporting the review and incorporation of ESG goals and targets in category plans, sourcing strategies and tender assessment, understand suppliers’ ESG performance and help engaging with them to foster their adoption of ESG targets, capability roadmaps and action plans.

8.Transformation. Support the P&SC function’s “RISE” transformation programme through the adoption of leading procurement practices and innovative ways of working to maximize business value outcomes.

Requirements

  • University Degree holder/Higher diploma in Business, Procurement and Supply Chain, Engineering or Quantity Surveying or other related disciplines

  • A minimum of 2-3 years’ experience in procurement & supply chain roles.

  • Knowledge of transportation/rail or properties industries is an advantage

  • Prior procurement experience in related categories or working knowledge of supply market, relevant commercial/contracting models, and understanding of requirements under BMO is an advantage.

  • Good change management skills with the ability to influence stakeholders at different levels of seniority

  • Good command of written and spoken English & Cantonese, proficiency in Putonghua is an advantage
