About the Position

Do you have the highest standards of integrity? In this role, you will be involved with all aspects of procurement, from professional services and construction to supplies, services, and capital equipment purchases. You will manage a team of dedicated professionals. Acting as the Department’s liaison with the Office of Procurement Services, you will coordinate construction, professional services, and intelligent transportation system contracts and ensure the Department of Transportation adheres to the Maricopa County Procurement Code, County policies, and Federal and State regulations.

We Require

• Three years of contract management, procurement, or purchasing experience
• Bachelor’s degree in Business Administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
• Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis

Other Requirements

• Successful candidates must possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire
• Must possess, or have the ability to obtain, CAPA certification within six months of hire

We Also Value

• One year of supervisory experience
• Experience with public sector contracting
• Experience in Construction procurement and contract administration
• Experience managing Job Order Contracts
• Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) certification

Job Contributions

• Plan, coordinate, supervise, and evaluate activities and the work of assigned staff. Responsible for Procurement staff assignment and monitoring, performance measurements, technical training, and hiring, with emphasis on proficiency, compliance, contract delivery, and excellent customer service
• Represent the Department of Transportation in all matters of procurement with professionalism and sound judgment. Coordinate the needs of all the Divisions, prioritizing procurement to best meet the Department’s mission and goals in compliance with Federal, State, and County rules and regulations
• Responsible for administering the Department’s procurement processes, assessing and minimizing risk in solicitation and contracts
• Generate and review construction and professional service contracts, including formal bid evaluations and Requests for Proposals, contract amendments, work assignments, change orders, payments, and related technical and budget documents for completeness, ensuring Federal, State, and County rule and regulation compliance
• Generate and review purchase orders, insurance certificates, bonds, and other contract-related documents for compliance with contract terms, Federal, State, and County regulations, and policies
• Create/update procurement policies, processes, and procedures. Provide training. Prepare regular and ad hoc reports and analyses
• Work with cross-functional teams, review committee makeup, oversee pre-bid meetings, bid openings, evaluation meetings, and interviews. Conduct contract compliance audits and assist with all procurement-related audits and related tasks
• Other job duties as assigned

Working Conditions

• This position is eligible for hybrid flexibility after a brief training period
• Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time
• Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
