About Us

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

of Work

The primary purpose of this position as a procurement specialist is the procurement of highly specialized and/or technical commodities in accordance with NC General Statutes, NC Administrative Codes, and rules as established by the Department of Administration. Division of Purchase & Contract (P&C), and the Statewide IT Procurement Office.

Job Responsibilities:

Review requisitions, determines appropriate acquisition procedures based on nature of requisitioned item and dollar amounts, issues purchase orders and coordinates the execution of purchase agreements.

Prepare both complex, higher risk, commodity, material, and equipment procurements and less complex, lower risk service procurements.

Coordinate with officials and end users to determine purchasing needs and legal requirements, advising on current technologies, procurement methodologies, sourcing strategies, and best practices.

Support end-users during requisition process and coordinates and participate as needed with end user(s) in vendor meetings to ensure contract compliance.

Develop Requests for Proposals (RFP)/Invitation for Bids and conducts bid openings.

Analyze quotes or bids received to determine bidders' responsiveness to requirements.

Recruitment Range: $47,703.00 - $68,068.00

  • Candidates with experience working with E-Procurement, E-Quotes, and North Carolina Financial System (NCFS).

The Purchasing and Contracts Section provides responsive, transparent, and effective purchasing and contract services to the agency’s senior leadership and program managers in compliance with state and federal requirements. By applying their technical purchasing and contract expertise, the staff facilitates the timely procurement of needed goods and services on behalf of the agency.

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
