Summary

Under general supervision of the Bureau for Social Services, Division of Finance, this position performs professional full-performance work procuring commodities and services needed/required for the program mission. Following purchasing guidelines, prepares requests for quotes for various items requested by the Bureau. Writing of specifications incorporating market research and staff communication to provide a clear, concise statement of what the agency is seeking from potential vendors. Preparation of the bid package including multiple documents. Evaluating bids prior to contract award. Prepares surplus property for the Commissioner’s Office, creates surplus property retirement form to secure authorization for transfer of property to surplus property. Using statewide contracts, purchases all OT equipment for agency and associated accessories, tracks aging of equipment and replaces, as needed. Pay associated invoices for all equipment and services. Coordinate upgrades with service provider representatives in accordance with the contract guidelines for all Bureau staff. Processes all requests related to acquiring temporary employees. Enter agency delivery orders for various commodities and vendor invoices verifying vendor compliance with the Secretary of State’s office, Purchasing Division and other agencies. Maintains working knowledge of purchasing policies and procedures. Performs other duties as may be assigned.

Qualifications

Education:

Bachelor's degree from an accredited college or university.

Experience:

None.

Internal Applicants Only:

One (1) year of full-time or equivalent part-time paid experience as an Inventory Control Associate or in the Accounting Specialist series may substitute for the required education.

Substitution Information: Additional full-time or equivalent part-time experience in purchasing for any unit of government, or for any business, commercial, or industrial enterprise may substitute based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart.
