This is a remote position.


Job Description:


The Deal Architect / Procurement Strategy Lead will lead the
sourcing strategy, commercial model, procurement planning, contract architecture, and negotiation approach

for client's next-generation Digital Workplace Services program.


The program is focused on replacing the existing
Workplace Evolving Services and Technologies (WEST)

agreement and developing a future-state, modular, outcomes-based digital workplace service model across British Columbia's health sector.


The consultant will work with
health authority executives, procurement, legal, technical, financial, clinical, operational, and industry stakeholders

and provide strategic recommendations to the
Procurement Executive Steering Committee (PESC)

.


Key Responsibilities


Strategic Sourcing & Procurement


  • Develop and recommend the optimal procurement strategy and pathway.

  • Assess full procurement, direct-award extension, hybrid, and service-redesign options.

  • Develop modular sourcing strategies for flexible service delivery.

  • Lead market engagement, RFI activities, and market scans.

  • Assess insourcing vs. outsourcing options.


Commercial & Financial Model


  • Develop transparent, value-based pricing models.

  • Analyze cost drivers and Total Cost of Ownership (TCO).

  • Develop mechanisms for cost control and fee/markup management.

  • Design commercial incentives for automation, AI-assisted tools, and process optimization.

  • Support outcomes-based contracting and financial models.


Contract Architecture & Negotiation


  • Develop measurable and enforceable SLAs.

  • Define clear contractual scope, responsibilities, and service boundaries.

  • Establish performance incentives and financial remedies.

  • Negotiate ownership and access to ITSM tools and performance data, including ServiceNow.

  • Develop negotiation mandates and lead commercial/contract negotiations.


Governance & Stakeholder Management


  • Establish effective governance and decision-making structures.

  • Support strong provincial-level integration and accountability.

  • Incorporate clinical context and patient safety into service models.

  • Advise executive steering committees and senior stakeholders.


Core Competencies & Scope of Knowledge


  • Deep expertise in enterprise IT outsourcing, commercial deal structuring, and complex public-sector procurement lifecycles (Planning, Procurement, Negotiation, and Transition).

  • Proven experience operating in public-sector or regulated environments with strong governance and accountability requirements.

  • Demonstrated ability to develop and mature complex accountability and commercial frameworks within multi-party service delivery environments.

  • Strong financial acumen to address "fee compression," model Total Cost of Ownership (TCO), and build outcomes-based contracting structures.

Specific Qualifications or Experience Required:

Experience leading sourcing or contract transformation initiatives exceeding
$100M in contract value

.

Experience within provincial healthcare systems or other large public-sector organizations with multi-stakeholder governance structures.

Professional certifications such as:


o

Certified Commercial Contracts Manager (CCCM)


o

Certified Professional Contracts Manager (CPCM)


o

MCIPS (Chartered Institute of Procurement & Supply)


o

PMP


o

ITIL Expert / Managing Professional


o

ServiceNow certifications


·

Experience implementing or negotiating AI, automation, and digital workplace modernization initiatives within managed services environments.


·

Experience transitioning organizations from monolithic outsourcing agreements to modular, multi-vendor service delivery models.


·

Experience serving as an advisor to executive steering committees, boards, deputy ministers, health authority executives, or equivalent senior governance bodies.
