General Summary:

Under general supervision, timely acquires Agency goods and services using various solicitation methods and administers purchase orders, agreements, delivery orders and contracts with pricing and delivery provisions valued up to 250K. Assists Contract Specialists or in certain cases works independently and directly makes contract award recommendations, executes contracts and agreements, and negotiates changes to contracts, and helps bring resolution to vendor/contractor disputes/protests.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assists professional staff or in certain instances prepares a variety of formal and informal requests for quote, requests for proposal, invitations for bid, and reviews specifications and scopes of work for materials, equipment, supplies and services; confers with the requesting department to ensure that correct information is included.
  • Interacts with user departments, consultants and suppliers to ensure quality and on-time deliveries of materials, supplies, equipment or services.
  • Ensure that procurement actions and Solicitations are in accordance with DARTs Procurement Regulations, Procedures Manual, and other requirements of Federal, State, and local laws.
  • Conducts pre-bid/pre-proposal conferences with suppliers. Conducts bid openings, reviews and evaluates bids and/or offers in coordination with departmental technical representatives.
  • Obtains comparative data regarding price, quality, quantity and availability of materials, supplies, equipment and services.
  • Processes correspondence reports and forms from drafts, notes or brief instructions and inputs information into DARTs Lawson purchasing system.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelors degree from an accredited college or university in Business Administration, Government Affairs or related field
  • Three (3) years experience in direct procurement/contracting activities or related experience.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind.
  • Establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
