QUALIFICATIONS & EXPERIENCE

Education:

  • Bachelor’s degree in business administration, Supply Chain Management, Procurement, Finance, or a related field.
  • Minimum of 3–5 years of relevant procurement experience, preferably within NGOs, development organizations, or international institutions.
  • Familiarity with donor-funded procurement procedures and compliance requirements is an asset.
  • Strong knowledge of procurement principles, contract management, and vendor relations.

Skills and Competencies

  • Strong organizational and coordination skills with attention to detail.
  • High level of integrity, professionalism, and confidentiality.
  • Excellent negotiation, communication, and interpersonal skills.
  • Ability to manage multiple priorities and meet deadlines under pressure.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft Office applications, particularly Excel and Word.
  • Fluency in Arabic and English, both written and spoken.

BACKGROUND
Om Habibeh Mohamed Shah Aga Khan Foundation (OHF) is an Egyptian non-profit foundation serving the people of Aswan for over 35 years. The foundation is an affiliate of the Aga Khan Development Network (AKDN), which supports over 1,000 initiatives in over 30 countries around the world.

The Foundation was established by Om Habibeh Mohamed Shah Aga Khan, whose enduring legacy in Aswan reflects a deep and personal commitment to the well-being, dignity, and development of local communities. Her vision continues to guide OHF’s work, anchoring it in compassion, service, and long-term partnership with the people of Aswan.

The Foundation works across key sectors including education, health, economic inclusion, agriculture and food security, civil society strengthening, women’s empowerment, and early childhood development.

POSITION OBJECTIVES:
The Procurement Specialist is responsible for managing and coordinating procurement activities for OHF in compliance with AKDN/OHF procurement policies, procedures, and ethical standards. The role ensures timely, transparent, cost-effective, and high-quality procurement of goods, services, and works to support programme and operational needs.

KEY RESPONSIBILITIES:

Procurement Planning and Coordination

  • Support departments and project teams in developing procurement plans aligned with programme and operational requirements.
  • Review regularly, ideally weekly, in collaboration with programmes teams, the adequacy between programmes and procurement plan; and adjust accordingly.
  • Coordinate procurement processes for goods, services, consultancies, and works in accordance with OHF and AKDN procurement policies and donor requirements.
  • Ensure timely processing of procurement requests to support uninterrupted programme implementation and operational activities.

Tendering and Supplier Management

  • Prepare and issue Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), and related procurement documents.
  • Coordinate bid collection, evaluation, comparative analysis, and recommendation processes while ensuring fairness and transparency.
  • Conduct market assessments and supplier sourcing to identify reliable and cost-effective vendors.
  • Maintain and regularly update supplier databases and vendor performance records.

Contract and Purchase Order Administration

  • Prepare purchase orders, contracts, and procurement documentation in coordination with relevant departments.
  • Monitor contract implementation, delivery schedules, and supplier performance to ensure compliance with agreed terms and quality standards.
  • Coordinate with finance and administration teams to ensure timely processing of payments and contract close-out documentation.
  • Ensure all procurement files and records are complete, accurate, and properly maintained for audit and compliance purposes.

Compliance and Risk Management

  • Ensure procurement activities comply with OHF/AKDN policies, donor regulations, safeguarding standards, and local legal requirements.
  • Promote ethical procurement practices, confidentiality, accountability, and conflict-of-interest prevention throughout procurement processes.

Reporting and Continuous Improvement

  • Prepare procurement tracking reports, status updates, and procurement-related analyses for management review.
  • Monitor procurement timelines and support improvements in procurement systems, workflows, and service delivery.
  • Contribute to the development and implementation of procurement tools, templates, and standard operating procedures.
