Reimagine What’s Possible 

This position reports to Procurement Operations Manager, Southeast Asia. He/she is responsible for Plant Project (PPO), Plant Operation (GO) and Supply Chain Operation purchases on equipment and services, plant/machinery spare parts, raw materials, other materials, import/export and logistics services in Southeast Asia. He/she shall support day to day Operations planned and unplanned requirements to ensure smooth running of the Operations.

He/she shall develop sourcing strategy on commodities assigned, evaluate, manage and provide feedback to suppliers regarding their performance, assist in developing & negotiating supply agreements, obtain quotations & negotiate better pricing, review Purchase Requisitions, issue Purchase Orders and follow-up on the progress. He/she requires to attend to customer audit from time to time

He/she shall have good knowledge in ASEAN import/export requirements and procedures, and be resourceful in providing materials, services and labor markets information to support sub-region operations and bidding activities. He/she shall play the role to provide utmost and most suitable arrangement and strategy on company day-to-day import/export activities. He/she is professional in dealing with shippers, vendors, forwarding agents and local government authorities. He/she requires to prepare and submit documentation to local government authority.

Nature and Scope

This position is responsible for all related equipment and services, plant/machinery spare parts and material purchases, import/export and logistics services; and will provide current materials, services and labor markets information and lead/support strategic sourcing initiatives in Southeast Asia.

PRINCIPAL ACCOUNTABILITIES

  • To identify opportunities for cost reduction through spend analysis, develop sourcing strategy or CI event together with stakeholders, prepare and facilitate bidding process, analyze, award, communicate, roll out and implement the sourcing strategy.

  • To obtain budgetary quotes for plant equipment and services, plant/machinery spare parts and materials from approved suppliers, providing procurement support to Plant Operations/Supply Chain Operations in bidding

  • To provide market trend information for materials/commodities/logistics relating to the equipment, material and labor/service industry

  • To prepare bidders list, and circulate to the respective departments for comments

  • To prepare and send tender documents to selected bidders for bidding

  • To participate/lead in bidders’ conference together with respective cross-functional teams

  • To prepare and analyze bid tabulations upon receipt of tender documents from bidders, make recommendations to project and operations on vendors to award

  • To issue letter of award to successful bidders upon completion of Bid Tab approval

  • To seek and qualify new reliable suppliers of equipment, spare parts, materials and services

  • To obtain quotations and negotiate for better pricing from approved suppliers

  • To review all the quotations and convert Purchase Requisitions above USD5000 from requestors into Purchase Orders and ensure that all purchasing activities comply with established Purchasing Policies and Practices applicable

  • To follow-up and monitor closely the progress of purchases from the time of order to the time of receipt.

  • To resolve common and complex delivery, pricing and product quality disputes with vendors.

  • To evaluate and provide feedback to suppliers through Supplier Relationship Management Program on their performance and potential for future business opportunities with Air Products.

  • To negotiate with forwarding agents for shipments, manage import custom clearance in relation to custom duty exemptions, clear shipments up to the point of delivery to project site.

  • To take active role to advise stakeholder on the strategies on most efficient way and cost benefit to company for daily import/export activities and plant project maintenance’s logistics arrangement.

  • To review and approve of shipping documents and apply for Duties/Taxes exemption if applicable.

  • To take the lead and execute for logistics planning of projects especially on cross border shipments and to provide recommendation on most suitable transporters of that specific movement.

  • To be familiar with international HS code, customs, shipping terms, local/overseas rules & regulations on all import and export activities.

  • To prepare and submit of Duties and Taxes Master Exemption Application to Local Authority by time to time.

  • To co-ordinate and ensure timely submission of monthly and yearly reports to the Customs Department for the purpose of duty and taxes exemption record and renewal.

  • To attend and handle customs related issues, exemption application and product classification. Liaison with relevant departments (Custom Department and Local Trade Authority etc.) for related application and approval.

  • To perform any other related duties and responsibilities as directed by superiors.

MINIMUM REQUIREMENTS AND QUALIFICATIONS

  • At least 3 years experiences in purchasing and/or logistics (import/export, shipping/ transportation) in the industrial enterprises, preferably in project management/sourcing.

  • Bachelor of Degree in any engineering, technical field, or business

  • English Language Proficiency

  • Skill in using MS Excel, Word, Power point and e-tools

  • Good skill at organizing and analyzing

  • Team player

  • Good communication and presentation skill

  • Experience working with foreign company (America, Europe) is preferred

  • High ethical conduct
