Job Description

Situation in Organization

Geographical scope : Japan which covers the following business:

  • Bostik-Nitta Nara Production
  • Bostik-Nitta Yao Office
  • ARKEMA KK Kyoto Technical center
  • ARKEMA KK Tokyo Office

Monetary scope : ~5-10 million USD/year

Reporting Lines:

  • Direct reporting line: Procurement Director APOC - GASP (Singapore)
  • Matrix reporting line: management members across two local legal entities (Japan)

Activities

Procurement Operations(Advanced Ececution with High Autonomy)

Functional Scope:

  • Execute procurement activities for indirect materials, MRO, and services across sites in Japan
  • Manage critical items (spare parts, utilities, technical services, etc.) end-to-end, from purchase planning to delivery follow-up
  • Support CAPEX projects in Japan by leading operational procurement tasks such as requirement definition, RFQ issuance, supplier comparison, and contract condition coordination
  • Conduct price and commercial negotiations with suppliers to optimize cost, quality, and delivery
  • Ensure accurate and transparent purchasing transactions through procurement processes and ERP systems
  • Manage and analyze supplier performance data (QCD, KPIs) to identify issues and propose improvement actions
  • Support cost reduction initiatives through alternative supplier research, price analysis, and execution support
  • Handle renewal and improvement negotiations for mid- to long-term and service contracts
  • Proactively identify procurement risks and supply issues and appropriately escalate them to management

General Scope:

  • Ensure compliance with GASP Procurement Policies and support their implementation at the site level
  • Build trusted and collaborative relationships with internal stakeholders by providing professional procurement guidance
  • Maintain accurate and up‑to‑date purchasing data, supplier information, and contractual documentation
  • Collaborate with corporate and site procurement teams to share best practices, align processes, and enhance overall procurement performance
  • Participate in digitalization and automation initiatives from an operational procurement perspective to improve efficiency and transparency
  • Contribute to the acquisition and maintenance of company-wide certifications, and handle procurement-related aspects of various audits. (e.g., ISO9001, ISO14001, ISO45001, EDANA, GIA, AIMS, SMETA Audit)

Internal relationship:

  • GASP Procurement teams in Arkema global GASP network
  • Plant Procurement Managers in APOC
  • GM/ MD of respective Business Units
  • Arkema Engineering Department in Asia (ACE), Arkema & Bostik Site Managers.
  • Other internal departments requestor like finance, HR, HSE, Legal, etc…

External relationship:

  • Vendors/contractors
  • Other stakeholders as needed

Accountabilities

  • Spend for all business units in Japan
  • Compliance with Company business process
  • Development of Procurement team (N-1), if any
  • GASP process implementation
  • GASP reporting and KPI setting
  • Deliver regular reports to senior management, highlighting procurement trends, risks, and opportunities.
  • Maintain a robust vendor database and support spend analytics and budget forecasting.

Qualification / Experience Required

Education and Experience:

  • Bachelor’s degree in relevant field
  • Min 5 years experience in Opex procurement in industrial environment, preferably in Oil and Gas/Petrochemical/ Fine Chemical sector
  • Experience in establishing and negotiating successfully Services contracts (equipment maintenance, asset maintenance, general supply, etc.)
  • Experience working in a matrix environment across organizations and functions

Competencies & Personal Attributes

  • Ability to work in a multi-national environment and a global team
  • Persistence and have strong analytical and positive management skills.
  • Available for frequent travelling in the country.

Language & Communication Skills

  • Business-level verbal and written communication skills in both English and Japanese are required.
