We are hiring on behalf of our client for the position of: Procurement Officer

Location: Qatar

Job Purpose Summary:

The Procurement Officer is responsible for managing the procurement of spare parts, consumables, tools, and maintenance-related materials required for facility management operations. The role ensures timely sourcing, cost-effective purchasing, and availability of materials to support maintenance activities. The position coordinates with vendors, storekeepers, and the Finance Department to ensure efficient procurement processes aligned with approved budgets and operational requirements.

Detailed Roles &Responsibilities:

  • Operational Procurement & Purchasing:
    • Manage the sourcing and procurement of spare parts, consumables, tools, and maintenance materials.
    • Prepare and process purchase orders (POs) in accordance with approved FM budgets.
    • Coordinate with FM Engineers to ensure all procured materials and services are based on approved technical specifications, scope of work, and maintenance requirements.
    • Ensure no procurement is carried out without validated technical input and approval from the relevant FM Engineer.
    • Ensure timely availability of materials to support maintenance and operational activities.
    • Ensure timely procurement of critical materials to avoid operational disruptions.
    • Coordinate procurement activities based on operational priorities and maintenance schedules.
    • Ensure procurement processes comply with THE COMPANY policies and internal procedures.
  • Vendor Sourcing & Negotiation:
    • Identify and source qualified vendors for maintenance-related materials and services.
    • Negotiate pricing, delivery terms, and payment conditions with suppliers.
    • Maintain competitive pricing while ensuring quality and reliability of materials.
    • Develop relationships with key suppliers to ensure continuity of supply.
    • Identify alternative suppliers for critical materials and equipment.
  • Inventory & Store Management Oversight:
    • Supervise storekeepers to ensure proper inventory management.
    • Monitor stock levels of critical spare parts and consumables.
    • Coordinate with Storekeeper and FM Engineers to ensure stock levels (minimum, maximum, and critical) are aligned with operational and maintenance requirements.
    • Ensure stock availability and prevent shortages that may impact operations.
    • Review inventory reports and recommend replenishment actions.
    • Ensure proper storage, handling, and recordkeeping of materials.
  • Vendor Performance & Procurement Monitoring:
    • Evaluate vendor performance based on delivery timelines, product quality, and cost efficiency.
    • Maintain records of vendor performance and procurement activities.
    • Recommend improvements or changes to supplier arrangements when required.
    • Ensure procurement activities align with operational and quality requirements.
    • Maintain an updated approved vendor database.
  • Financial & FM Coordination & Reporting:
    • Ensure procurement activities are aligned with approved budgets and support cost control initiatives in coordination with FM and Finance teams.
    • Coordinate with the Finance Department to ensure timely processing of supplier invoices and payments.
    • Support preparation of procurement plans (monthly, quarterly, and annual) based on maintenance requirements, asset condition, and operational priorities.
    • Monitor and track procurement plans against actual performance and report variances to ensure alignment with operational needs.
    • Maintain procurement records for audit and reporting purposes.
    • Support preparation of procurement reports and cost analysis.
    • Assist in procurement audits and compliance reviews.

Any other task assigned by the direct superior.

Education & Professional Certificates

Education:

Bachelor's degree in business administration, Supply Chain Management, Procurement, Finance or Accounting, or equivalent.

Certificates:

Preferred Certifications:

  • CIPS (Chartered Institute of Procurement and Supply) Certification.
  • Procurement or Supply Chain Certification.

Computer Literacy:

  • Computer literate.
  • Proficiency in MS Office and inventory/ procurement systems.

Languages:

English fluent.

Arabic is preferred.

Experience

  • 5 - 8 years of experience in procurement or purchasing roles.
  • Experience in facility management, maintenance, or technical procurement is preferred.
