Who we are

NORSTA Northeast - located in Cairns - is a wholly owned subsidiary of NORSTA Maritime Pty Ltd, an Australian company. NORSTA operates in North-Eastern Australia and Northern Australia as the Royal Australian Navy’s Regional Maintenance Provider (RMP). Our mission is to provide essential maintenance and sustainment services for naval vessels in the region.

NOTE: As a condition of this role, you must be able to obtain (and hold) Baseline Defence security clearance, which requires Australian Citizenship. A National Police Check will also be undertaken.

We are seeking a motivated and detail-oriented Procurement Officer to support the delivery of supply chain activities within a dynamic business environment. This role is responsible for coordinating the procurement of goods and services, maintaining supplier relationships, and ensuring efficient, cost-effective outcomes across operations.

This is an excellent opportunity for someone with foundational procurement or administrative experience who is looking to build a long-term career in the maritime sustainment industry. You will gain exposure to complex projects, structured systems, and high-performance standards while working alongside experienced professionals.

Our ideal candidate is organised, analytical and self-driven, with strong communication skills and the ability to work across multiple stakeholders in a fast-paced operational setting.

Key Responsibilities

  • Procure goods and services
    Source and purchase the materials and services needed to keep operations running smoothly, ensuring value for money and timely delivery.
  • Support and manage supplier relationships Track supplier performance against expectations and contribute to performance reviews, ensuring quality, reliability, and compliance with contractual obligations.
  • Monitor supplier performance
    Track how suppliers are performing against expectations and contribute to reviews to ensure quality, reliability and compliance
  • Analyse costs and identify improvements
    Review pricing, service delivery and spend to help find smarter, more efficient ways of working.
  • Coordinate with internal teams
    Liaise with operational teams, schedulers and project staff to ensure procurement aligns with project timelines and priorities.
  • Maintain accurate records and systems
    Keep procurement data, registers and documentation up to date, using systems such as CRM or ERP tools.
  • Process purchase documentation
    Ensure purchase orders, invoices and related paperwork are completed accurately and in line with company procedures.
  • Contribute to supply chain development
    Assist in improving processes, systems and supplier networks to strengthen overall supply chain performance

Your experience:

  • Defence, construction or heavy industry experience advantageous but not essential
  • Intermediate to advanced use of MS Office apps (Word, Excel)
  • Experience in procurement, purchasing, administration or supply chain support
  • Exposure to supplier coordination, data management or contract administration
  • Experience working in a structured or operational environment
  • Exposure to enterprise systems such as Microsoft Dynamics 365 Business Central or Monday.com

Your qualifications:

  • Proficient in Microsoft Office Suite and familiar with procurement or enterprise resource planning (ERP) software.
  • Australian Citizenship (mandatory for Baseline Defence security clearance).
  • Ability to obtain and maintain Baseline Defence security clearance.
  • Construction White Card (or ability to obtain) and ability to obtain Defence security clearance
  • Proficient in Microsoft Office and procurement software

About NORSTA Maritime

NORSTA Maritime (NORSTA) is currently providing ship maintenance services as the Regional Maintenance Provider North East and the Regional Maintenance Provider North for the Royal Australian Navy as detailed in the Navy’s Plan Gallileo.

Our focus is on managing and coordinating suppliers and local workforce to deliver a multi-year maritime sustainment and maintenance support program on behalf of the Royal Australian Navy.

To support this work, NORSTA is working with the local community to source and build local industry capability.

We need a strong and growing local industry to support the maintenance of visiting Naval ships iin the Cairns and Darwin regions.

A local workforce with the right skills is required to support the servicing of modern classes of ships and growing fleet size with cutting-edge technology.

Our advanced maritime sustainment planning will coordinate fleet maintenance at scale across Far North Queensland and Darwin and adjacent waters.

We will be working with local suppliers to schedule major and minor works for many vessels through each year of the program.
