This position is on the Agency Sourcing Team for Higher Ed/Law Enforcement within the Division of Procurement Services (DPS).

Duties:
Develop solicitations prior to posting to ensure compliance with standard operating procedures and the guidelines of the Consolidated Procurement Code, regulations. Develops and reviews solicitation documents including scope, instructions to offer technical, and functional specifications/statement of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments. Works with the end user and other procurement managers, applying knowledge of procurement practices, and conducting market analysis. Performs delegation reviews of agency solicitation as assigned.

Evaluates responses to procurements to ensure that offers are responsive and responsible. Awards contracts appropriately based on source selection method, ensuring that awards are in compliance with SC Procurement Code and MMO policy. When using a panel to evaluate offers, instructs and guides the panel through the procurement process by managing discussion and providing appropriate tools and information to facilitate the process. Consolidates individual panel member evaluations and provides proper documentation for award determination. Negotiates terms and drafts final contract documents. Assists other procurement managers with complex procurements as directed by management.

Provide on-going contract administration by working with customers and/or end users, and other procurement staff to ensure that contractor fully performs their contractual obligations. Resolves issues by working with all parties (contractors and end-users) to clarify requirements and resolve misunderstandings. Determine need to escalate issues and keeps management informed on sensitive issues or issues that may result in termination.

Serve as a consultant to using governmental entities and procurement staff by assisting and providing guidance with purchasing methods, sources of supply, policies and procedures, negotiation, and compliance with SC Consolidated Procurement Code. Works with contractors and other vendors to maintain current information on products and services, business standard and practices, and market conditions.

Examples of duties

A bachelor's degree and experience in procurement, contract management, or an approved acceptable equivalence (to include experience in Project Management or Paralegal skills) in accordance with State Human Resources regulations. A valid driver's license for statewide and other travel as required.

Must serve as a lead ESF7 representative whenever Emergency Operations Center is activated. Overnight travel may be required on occasion. This position is considered essential (critical) for the continuation of key agency and/or state government operations and services during an emergency. As determined by management, this position may be required to report to work when the office is closed.

Qualifications

CPPB or CPPO preferred. Two (2) years of experience in government procurement or other purchasing experience. Experience with the South Carolina Enterprise Information System (SCEIS) and Microsoft Office Suite program.
