Examples of duties

The Town of Marana is seeking a Procurement Manager to join the Finance Department. This is a full-time position and an exciting opportunity for an experienced procurement professional to play a key role in supporting the Town’s operations through effective purchasing, contracting, and procurement practices. The Procurement Manager will oversee procurement activities, ensure compliance with applicable laws and policies, and work collaboratively with Town departments, vendors, and stakeholders to achieve efficient and responsible use of public resources.

Expected Hiring Range: $83,694.48 – $104,617.52 Annually

Salary Range: $83,694.48 - $125,540.55 Annually

  • Placement within the salary range is dependent on direct experience, internal equity and/or budget.

Qualifications

  • Provides leadership and development to assigned staff; establishes team goals and objects of the functional area(s); participates in the recruitment process, ensures adequate staffing levels, evaluates work performance, ensures policy and procedures compliance, and provides guidance in employee relations matters.
  • Oversee the review, analysis, and evaluation of bid responses and proposals. Manages and administers the Town’s Contracts database. Conducts research projects, complies and evaluates data, prepares reports and analyses, and prepares special reports and studies on procurement activities and decisions.
  • Develops complex formal bids, scopes of work, business terms, and evaluation criteria for Town departments. Reviews and executes contracts, purchase orders, change orders and other documents within the delegated authority. Establishes, reviews, and updates standard contract clauses for use in contracts, solicitations and purchase orders. Responsible for Town compliance with State procurement laws, ensuring continued compliance with any updates or changes.
  • Develops and maintains strong relationships with Town departments and work with departments to forecast activities, define procurement requirements, specifications, deliverable, and scope of service, provides advice and consultation on procurement issues, and interprets Town policies and procedures in order to develop short-term and long-term strategic procurement plans.

Supplemental information

  • Bachelor’s degree.
  • Over five (5) years of progressively responsible professional experience in public-sector purchasing, procurement, or contract administration.
  • Three years’ of supervisory experience or must have one year of supervisory experience and participate in the Town’s Leadership Program within one year of hire date.
  • Completion of the Town of Marana background check.

An equivalent combination of education and relevant experience that provides the desired knowledge, skills & abilities to successfully perform essential functions may be considered.

Preferred Qualifications

  • Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, Finance, Accounting, or a closely related field.
  • Certification as a Certified Public Purchasing Officer (CPPO), Certified Procurement Professional (NIGP-CPP), Certified Purchasing Manager (C.P.M) or equivalent.
  • Experience in Government procurement and A.R.S. Title 34 solicitations and contracting.
