Procurement Manager

Your Role

As a Procurement Manager, you will be a key procurement
and contracting point of contact for the Finance & Commercial team,
leading end-to-end procurement and sourcing activities while providing
commercial advice, contract management expertise and procurement governance
across the Manufacturing, Construction and Commissioning phase of the project.

You'll:

• Lead
  the planning and delivery of complex sourcing and tender processes, from strategy
  development through to contract award and execution.
• Partner
  with project teams and key stakeholders to deliver commercial outcomes,
  provide procurement advice act as a subject matter expert on commercial
  terms and conditions and liaise with our Legal team where required, and
  ensure compliance with procurement policies and frameworks.
• Prepare,
  negotiate and administer contracts, including managing claims and variations,
  contract performance and ongoing commercial obligations, and coordinating
  the resolution of issues arising from claims and invoicing.
• Prepare
  and review scope of works and scope of services documentation, with a
  particular focus on scoping and engaging professional service providers.
• Develop
  and maintain Marinus Link’s standard form contract documentation,
  procedures and templates.
• Coordinate
  cross-functional tender evaluations, ensuring robust governance, probity
  and high-quality procurement documentation.
• Develop
  procurement reporting, dashboards and executive summaries tender status,
  risks, issues and realised savings, to support informed decision-making.
• Identify
  opportunities to improve procurement processes, achieve efficiencies and
  procurement savings, and strengthen procurement capability across the
  organisation.
• Build
  collaborative relationships with internal stakeholders, suppliers and
  contract counterparties to support successful project delivery.
• Operate
  within Marinus Link’s Delegations of Authority and procurement framework,
  including preparing Procurement Review Group and Board reporting on
  commitments, variations and contract performance.

You'll Need

• Alignment
  with the One Marinus Culture Charter, including a demonstrated commitment
  to safety in all supplier and contractor engagement.
• Tertiary
  qualifications in economics, law, engineering, quantity surveying,
  business, commerce or another relevant discipline.
• A
  minimum of 7 years’ demonstrated experience leading end-to-end procurement
  and sourcing activities for large, complex infrastructure, construction or
  utility projects.
• Strong
  knowledge of procurement governance, tendering, contract administration
  and commercial risk management. Working knowledge of security of payment
  legislation in Victoria and Tasmania will be highly regarded.
• Excellent
  stakeholder engagement, negotiation and communication skills, with the
  ability to influence and collaborate across multidisciplinary teams.
• Strong
  organisational and time management skills, with a demonstrated ability to
  manage a portfolio of sourcing activities across a multi-year program and
  to lead change in a complex, multi-stakeholder environment.
• Experience
  preparing procurement reports and presenting commercial information to
  senior stakeholders.
• A
  high level of computer literacy, including experience with Microsoft
  Dynamics 365 (D365), Folio, InEight or comparable ERP/ contract management
  and e-sourcing systems.
• Experience
  within the utilities, major projects or infrastructure sectors, and legal,
  quantity surveying or cost planning experience will be highly regarded.
