Job Description

We are working closely alongside a Local Authority in Northampton to assist with the appointment of a Procurement Manager, on a 3-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay £24.08 - £30.57 per hour

Procurement Manager will work closely with service managers and senior stakeholders to deliver compliant, value-for-money procurement solutions that support the Council's corporate objectives while ensuring adherence to procurement legislation and best practice.

Responsibilities:

  • Lead and manage end-to-end procurement projects, including procurement strategies, tender documentation, evaluation processes, and contract awards.
  • Develop procurement strategies that align with Council priorities, ensuring value for money, commercial sustainability, and effective risk management.
  • Ensure all procurement activities comply with the Public Contracts Regulations, Procurement Act requirements, Council Contract Procedure Rules, and relevant legislation.
  • Build strong business partnerships with service areas to identify procurement requirements and develop forward procurement plans.
  • Influence contract specifications and evaluation criteria to maximise service outcomes while reducing costs and mitigating risks.
  • Monitor supplier markets, identify opportunities for supplier development and rationalisation, and promote competition.

Qualification:

  • Degree and/or holds (or is working towards) full Professional Membership of the Chartered Institute of Procurement & Supply (MCIPS).

Essentials

  • Significant experience managing complex public sector procurement projects.
  • Strong knowledge of procurement legislation, governance, and compliance.
  • Experience developing procurement strategies and delivering value-for-money outcomes.
  • Excellent negotiation, commercial, and analytical skills.
  • Strong project management and stakeholder management abilities.
