Job Description

Role Purpose

Mezzino Limited is a provider of purpose-built student accommodation (PBSA), rapidly expanding and nearing 20,000 beds across 70+ properties across the UK and Ireland. As a leading third-party property management specialist, Mezzino operates on behalf of institutional investors and asset owners. We are seeking a commercial, highly collaborative Procurement & Contracts Manager to manage operations at this significant scale.

In this role, you will take complete ownership of our end-to-end operational purchasing needs, securing bulk efficiencies across our vast portfolio while managing the procurement of critical statutory building assets, soft services, and seasonal campaigns. You will work hand-in-hand with our specialised Facilities Management (FM) and Operational teams, collaborating with them and leading on the execution of procurement workflows.

Key Responsibilities

Full-Scale Procurement & Contract Leadership

  • Strategic Sourcing & Scaling: Design, execute, and scale portfolio-wide procurement strategies for an expanding footprint of 70+ properties, driving maximum commercial value across all day-to-day operational expenditures (OpEx).
  • Utilities & Telecoms Sourcing: Take absolute commercial ownership of portfolio-wide utility procurement tenders and the management of all corporate telephony and mobile network contracts.
  • Critical Technical Asset Frameworks: Structure, tender, and award multi-site framework agreements for high-risk, high-value statutory asset categories including passenger lifts and life safety systems (fire alarms, emergency lighting, AOV systems, and sprinkler networks, etc.).
  • Soft FM Procurement Excellence: Lead the nationwide tendering and commercial management for all property Soft FM services, establishing high-quality, cost-effective framework agreements for security and manned guarding, regular commercial cleaning, pest control, laundry, and internet/Wi-Fi infrastructure.
  • Summer Turnaround Sourcing Strategy: Lead the national procurement and volume-tendering for the critical summer turnaround period, securing robust contracts for high-capacity deep cleaning, painting, and decoration partners to ensure flawless, on-time student check-ins.
  • Turnaround Lifecycle Sourcing: Source and secure supply chains for fast-paced property turnaround lifecycle replacements between tenancies, including bulk furniture, mattresses, white goods, and flooring, minimising lead times and maximising bulk-purchasing power.
  • Commercial Negotiation: Draft and negotiate robust corporate Service Level Agreements (SLAs) that protect property yields, insulate Mezzino from commercial risk, and maintain standard pricing models across diverse regional sectors.
  • Supplier Relationship Management (SRM): Manage large-scale corporate vendor performance through continuous KPI reviews, ensuring consistent service, safety, and quality delivery across the UK and Ireland.
  1. Regional Operations & Facilities Integration
  • ROM & RFM Partnership: Work in closely with Regional Operations Managers (ROMs) and Regional Facilities Managers (RFMs) to bridge the gap between head-office commercial strategy and day-to-day property execution.
  • Operational Feedback Loops: Gather real-time performance insights from ROMs regarding soft services and RFMs regarding hard services to continuously optimise supplier networks.
  • Centralising Local Purchasing: Support regional teams by deploying pre-vetted, cost-effective frameworks that streamline local purchasing power, reduce administrative burdens, and ensure compliance with strict property budgets.

Statutory Compliance Support:

Ensure all sourced frameworks provide the compliance documentation necessary for regional teams to meet ANUK National Code benchmarks, building safety acts, and regional rules (e.g., LOLER, fire safety, and regional oversight like PSRA and Rent Smart Wales).

Candidate Profile & Requirements

Experience & Qualifications

  • Procurement Expertise: Minimum 3–5 years of experience in high-volume procurement and contract management, ideally within the third-party PBSA management, hospitality, property management, or build-to-rent (BTR) sectors.
  • Hard and Soft FM Tendering: Proven track record of successfully tendering, procuring, and managing contracts across both Hard FM (statutory compliance, lifts, life safety infrastructure, building fabric maintenance) and Soft FM (security, manned guarding, commercial cleaning, pest control, and laundry services).
  • Seasonal Campaign Management: Proven experience procurement-managing high-pressure, time-critical operational events, such as hotel or student accommodation summer turnarounds.
  • Collaborative ESG Execution: Proven track record of sourcing operational utilities and waste, managing green supply chains, and executing environmental initiatives in partnership with technical operational teams.
  • Professional Qualification: CIPS (Chartered Institute of Procurement & Supply) qualification or equivalent experience is highly desirable.

Over the course of the next 5 years we intend to secure the management of an additional 20,000 student beds.
