Job Description

The Procurement and Logistics Officer supports the Administration and Finance Teams in managing all procurement requirements of the Country Office. The role oversees sourcing, preparation of Basis for Vendor Selection (BVS), issuance of Purchase Orders (POs)/contracts, negotiations, purchasing, vendor engagement, and full compliance with procurement processes and procedures in accordance with the Jhpiego Procurement Manual.

Responsibilities

Procurement

Leads the development and implementation of a consolidated procurement plan for all Jhpiego Liberia projects.

Establishes and manages a preferred vendors database for the Monrovia office and all county offices.

Oversees end-to-end procurement processes, including solicitation of quotations, price negotiations, vendor due diligence, and contract/PO issuance.

Reviews and approves the Basis for Vendor Selection (BVS) to ensure completeness and compliance.

Ensures completed purchase orders are transmitted to Finance and Logistics teams.

Ensures timely submission of vendor invoices to Finance.

Leads coordination of shipment clearance with customs and relevant authorities.

Oversees documentation and compliance related to donation and handover of supplies/equipment.

Ensures procured assets are recorded in inventory systems.

Leads annual inventory counts and reconciliations.

Maintains procurement records and proper filing.

Enforces procurement policies and procedures.

Coordinates with Jhpiego Baltimore on approvals, shipments, clearances and deliveries.

Monitors open purchase orders and drives timely closure.

Produces monthly procurement reports.

Performs other assigned duties.

Logistics

Coordinates efficient materials delivery systems for field operations.

Ensures drivers are trained, licensed and compliant.

Oversees vehicle maintenance and repairs.

Enforces completion and review of vehicle logbooks.

Ensures vehicles contain required safety items.

Implements fleet-related safety and security plans.

Prepares monthly logistics reports.

Manages delays through escalation and resolution.

Oversees tracking of vehicle-related expenses.

Manages fuel procurement and consumption tracking.

Ensures all vehicles are roadworthy.

Oversees spare parts and consumables stock management.

Manages driver schedules and leave planning.

Oversees vehicle rentals and vendor management.

Leads asset management and reporting.

Required Qualifications

  • First Degree in Procurement or Business Administration.
  • 5–6 years of relevant procurement and logistics experience.
  • At least 5 years in an NGO or related procurement environment.
  • Experience in procurement, stock and inventory management.
  • Proficiency in MS Word, PowerPoint and Excel.
  • Experience in database management.
  • Understanding of USG regulations and procurement procedures.
  • Experience in multicultural organizations.
  • Self-motivated and proactive.
  • High attention to detail.
  • Hardworking, flexible and dependable.
  • Excellent communication and interpersonal skills.
  • High integrity and confidentiality.
  • Willingness to take additional responsibilities.

Preferred Qualifications

Salary range is 20,274.00 Min, and the Max is 30,194.2 depending on the organization's criteria
