Salary Range: $ $63,080.00 - $94,620.00

POSITION SUMMARY
This position is responsible for developing, evaluating, negotiating, and administering county wide Information Technology (IT) contracts for software, SaaS solutions, professional services, cooperative purchasing agreements, and technology-related goods. Will assist with other departmental contracts outside of IT contracts as required.
The position requires strong technical comprehension, the ability to interpret vendor IT contract templates, and expertise in applying County boilerplate terms and conditions to ensure compliance and reduce contract risk. The Procurement Analyst II collaborates closely with County IT leadership and departmental stakeholders to develop scopes of work, support project needs, and guide teams through complex procurement and contracting activities.
ESSENTIAL FUNCTIONS
- Lead end-to-end procurement activities for IT software, SaaS, hardware, cloud solutions, professional services, and technology-related cooperative agreements.
- Draft, review, and edit contract documents using County contract templates; identify conflicts and required modifications in vendor IT agreements.
- Conduct detailed analysis of vendor-submitted terms and conditions, including data privacy, security, SLAs, warranties, indemnification, and subscription renewals.
- Work with County IT project teams to develop clear scopes of work for SaaS agreements, master service agreements, support agreements, and technology implementation projects.
- Assist with solicitation packages and coordinate communications across departments and IT stakeholders.
- Evaluate purchase requests, analyze pricing, assess contract risks, and ensure compliance with County, State, and Federal procurement rules.
- Review IT procurement requirements, including licensing models, subscription structures, cloud hosting considerations, and cooperative purchasing mechanisms.
- Conduct spend analyses related to IT goods and services to identify cost savings opportunities.
- Investigate new IT vendors, technology solutions, and cooperative contract options; coordinate with County IT leadership and departmental contacts.
- Support negotiation efforts for IT contracts, resolving discrepancies and vendor-related issues.
- Provide guidance to vendors and departments on procurement requirements and processes.
- Develop and deliver training for internal customers and vendors on technology procurement practices.
- Maintain and update procurement SOPs, templates, and workflows related to IT contracting.
- Lead cross-functional teams in support of County Strategic Business Plan initiatives aligned with technology procurement.
- MINIMUM QUALIFICATIONS
Experience
- Three to five years of experience in procurement, contracting, or sourcing, including responsibilities related to contract development, vendor negotiations, risk analysis, and compliance.
- Experience using intermediate Excel for financial or cost analysis.
- Experience using e-procurement or vendor management software.
Preferred Experience
Experience in IT procurement, SaaS contracting, or review of IT terms and conditions.
Education
Bachelor’s degree in Public Administration, Business Administration, Finance, Supply Chain Management, or a related field.

Computer Skills
- Proficiency using Microsoft Office applications, including Excel (intermediate), Word, and PowerPoint.
- Skilled in using e‑procurement, contract lifecycle management, or vendor management systems.
- Ability to navigate and analyze vendor-submitted IT documents and digital contract templates.
- Familiarity with SaaS platforms, cloud-based tools, and subscription management dashboards.
- Ability to interpret technical information provided in online portals, shared links, or digital contract repositories.
- Competence in using cooperative purchasing platforms (e.g., NASPO, Omnia, Sourcewell) for IT procurement research.
- Comfortable collaborating in IT project tools such as ticketing systems, workflow platforms, or project management software (e.g., ServiceNow, Jira, or similar).
- Ability to learn new software applications and technical systems quickly.
