The Procurement Analyst will handle the purchasing of goods and services, and processing procurement documents and contracts. Responsibilities will include but are not limited to:
- Coordinate and collaborate with all stakeholders in the procurement process.
- Prepare Pre-Solicitation review, Recommendation for Award, Reasonable Price and Responsibility Determinations and other documentation required by the NYC to support the procurement and contract award process.
- Prepare, review, and evaluate solicitation documents to ensure conformity to agency requirements and citywide standards and work with the program end users to develop solicitation requirements.
- Inform and assist vendors to register into Payee Information Portal (PIP) and Passport for Vendor payments and commodity codes.
- Examine bid samples to determine compliance with specifications or bid standards.
- Make determinations for the most reasonable price in relation to market conditions.
- Make recommendations for small purchase awards, modifications, emergency purchases and extensions of time to contracts, as assigned.
- Consult with and advise program personnel on issues relating to procurement action.
- Analyze vendors past performance, financial status, and other factors to determine vendor responsibility.
- Utilize PASSPort, FMS and other systems for review, approval and processing of Responsibility Determinations, PSRs, RFAs RCAMs, and RFRs and other solicitation.
- Utilize various Citywide procurement-related systems, including Financial Management System (FMS), PASSPort, Small Business Services' M/WBE Online Directory, DCAS/DMSS Direct Order, Storehouse requisitions and various internal systems for managing procurement.
- Generate and perform tasks through PASSPort for oversight reviews and approvals.
- Review procurement documents for verification of scope of work/specifications for accuracy.
- Ensure compliance with all Procurement Policy Board Rules & other applicable rules and regulations.
- Support M/WBE initiatives and perform other related assignments and special projects as may be required.
- Conduct procurement-specific analyses to propose/determine M/WBE participation goals.
- Ensure compliance with Federal, State, local regulations, and laws for grant funding, MWBEs or capital funding.
- Research and identify goods required to be obtained through the Preferred Source method.
- Conduct open market research.
- Collaborate with vendors, programs, fiscal staff, and oversight agencies to address any procurement related issues to ensure prompt payment.
- Perform special projects and related work as required.

HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

PROCUREMENT ANALYST - 12158

Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
