This position provides agency-wide procurement and operational support, ensuring that purchasing, contracts, property, fleet, and P-Card activities follow Louisiana statutes and administrative rules. The role keeps daily operations running smoothly while preventing compliance issues and supporting staff across multiple divisions.

Examples of duties

Five years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

Six years of full-time work experience in any field plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

A bachelor’s degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

An advanced degree plus one year of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties:

This role is uniquely positioned at the center of the agency’s operations. It is one of the few positions that works across nearly every division and touches a wide variety of functions, providing the opportunity to build strong working relationships with individuals throughout the agency. The role offers a broad perspective of how the agency operates while allowing you to make meaningful connections, collaborate across departments, and gain valuable insight into the many different areas that support the agency’s overall mission. You get to help staff, fix problems, and make operations run smoother. This role is enjoyable for someone who likes variety, problem-solving, and working with people. The impact of the work is immediate and visible, making the role rewarding, fast-paced, and meaningful.

  • Procurement Oversight: Reviews purchasing requests and solicitations, helps staff understand requirements, and ensures all purchases follow state laws. Supports facilities and central office staff in resolving procurement questions and avoiding audit risks.
  • Property & Fleet Coordination: Oversees property notifications, surplus transfers, vehicle trades, LPAA interactions, and fleet documentation. Ensures items are tracked, documented, and processed correctly and helps staff understand property and fleet workflow requirements. Serves as liaison for insurance claims.
  • P-Card & Operational Support: Monitors P-Card activity for compliance, assists staff with STL limits and rules, prevents split purchases, and supports operations by troubleshooting issues and improving processes

Appointment Type: PROBATION, or PROMOTION OF A PERMANENT, CLASSIFIED LOUISIANA STATE EMPLOYEE

Current permanent status classified LA State employees may be required to accept a probational appointment if accepted.

  • An employee selected for a promotion may be required to serve a trial detail prior to being permanently promoted.
  • This posting may also be used to fill a vacancy as a temporary job appointment. If filled as a temporary job appointment, should a permanent position become available, the employee may be converted to a probational appointment.
