Process Safety Manager – LNG Energy Plant
Location: Misawa Air Base
Start Date: Immediate
Lead process safety and regulatory compliance activities for LNG plant operations supporting U.S. government infrastructure in Japan. This position serves as the senior Process Safety Management (PSM) technical authority overseeing LNG operations, risk mitigation, hazard analysis, and facility safety compliance.
Core Responsibilities:
• Lead and manage the LNG Process Safety Management (PSM) program
• Conduct and facilitate PHA, HAZOP, LOPA, and QRA reviews
• Review Process Hazard Analysis (PHA) and Process Safety Information (PSI) documentation
• Review LNG facility modifications, construction packages, and engineering changes
• Ensure compliance with OSHA PSM, PHMSA LNG regulations, and NFPA 59A standards
• Support incident investigations and root cause analyses
• Develop corrective actions and safety improvements
• Coordinate safety training for U.S. and Japanese personnel
• Participate in audits and maintain compliance records
• Coordinate with operations, engineering, maintenance, emergency response, and government leadership
Required Qualifications:
• Bachelor’s degree in Chemical Engineering, Mechanical Engineering, Safety Engineering, Occupational Safety, Industrial Hygiene, or related field
• Minimum 5 years of LNG/process safety experience
• Strong understanding of process safety risk management principles
• Experience with LNG systems, cryogenic equipment, alarms, controls, utilities, and emergency response
• Microsoft Office proficiency
• U.S. or Japanese citizenship
• Eligible for government screening/CAC access
• Public Trust clearance preferred/required
Preferred Experience:
• NFPA 59A familiarity
• EPA Risk Management Program (RMP) experience
• LNG storage/regasification/distribution systems
