Your role in our success:

The Procedure Governance Analyst plays a critical role in establishing, executing, and continuously improving the organization's procedure governance program. This position supports the development, standardization, and lifecycle management of procedures and manuals to ensure safe, compliant, consistent, and efficient execution of operational activities.

This role partners closely with Operations, Safety, Engineering, and Compliance teams to define governance requirements, ensure adherence to standards, and drive continuous improvement. The Procedure Governance Analyst combines analytical rigor, stakeholder engagement, and governance discipline to enhance procedure quality, usability, and regulatory compliance, including OSHA, PHMSA, and other applicable state or local agency regulations across operating territories.

What you'll be working on:

  • Supports the implementation, execution, and continuous improvement of the safety policy and procedure governance program.
  • Develops and maintains standardized templates, governance requirements, and documentation standards for safety-related procedures.
  • Maintains a centralized repository and ensures version control and accessibility. Ensures revision history and document retention requirements are consistently maintained.
  • Partners with Safety, Operations, Engineering, Compliance, and Training personnel to develop and review procedures.
  • Coordinates the complete lifecycle management of policies, standards, and work procedures from initiation through retirement.
  • Ensures safety policies and procedures align with applicable OSHA, DOT, PHMSA, state, federal, and company requirements.
  • Identifies procedural gaps, conflicts, and compliance risks and coordinates corrective actions.
  • Supports development of communication plans to ensure employees are aware of policy and procedure changes.

Who you are:

  • Education: Bachelor's degree in Safety, Occupational Health, Business, Engineering, Operations, or a related field preferred; or equivalent combination of education and experience.
  • Work Experience: Minimum 5 years of experience in safety, compliance, operational governance, quality management, or procedure development.
  • Standard driver's license.
  • Licensure/Certification: Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Utility Safety Professional (CUSP), or similar credential preferred.
  • Safety:
  • Strong knowledge of safety management systems, policy administration, and procedure governance principles.
  • Knowledge of utility operations, pipeline safety regulations, and operational risk management practices.
  • Ability to interpret and apply OSHA, DOT, PHMSA, utility, industrial, and other applicable regulatory requirements.
  • Ability to independently develop, implement, review, and manage safety policies, procedures, and standards.
  • Experience working within a regulated industry such as utilities, energy, industrial operations, pipeline, manufacturing, or transportation.
  • Governance:
  • Experience supporting formal governance programs, management systems, or compliance frameworks.
  • Familiarity with Job Task Analysis (JTA), Human Performance Improvement (HPI), or procedure-writing methodologies.
  • General:
  • Strong analytical and problem-solving skills with a focus on risk mitigation and continuous improvement.
  • Excellent organizational skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to facilitate discussions among technical and operational stakeholders.
  • Proficiency with document management systems, SharePoint, and governance tracking tools.
  • Ability to manage multiple projects and priorities in a fast-paced environment.
  • Ability to lead cross-functional safety initiatives, audits, or compliance reviews.
