The Probation and Treatment Court Administrator is responsible for the overall administration and day-to-day operations of the Probation Department and Treatment Court Program. This position reports directly to the Municipal Court Judge and supervises assigned probation and treatment court personnel. The Administrator develops and implements policies, procedures, and operational standards; administers an annual operating budget currently totaling approximately $130,000; oversees grants and contracts within delegated authority; evaluates program performance; and ensures services are delivered effectively and in compliance with applicable laws, court rules, evidence-based practices, City policies, and contractual requirements.

The Administrator currently supervises one probation employee, with future planning to increase staff, and is responsible for assessing staffing needs and supporting planned departmental growth. The Administrator advises the Municipal Court Judge on operational and strategic matters, provides guidance on complex cases, and may carry a limited caseload or perform advanced probation and treatment court duties as needed.

  • Plan, organize, direct, and evaluate the day-to-day operations of the Probation Department and Treatment Court Program to achieve established goals within authorized staffing and budget resources.
  • Supervise assigned Probation and Treatment Court staff, including assigning and reviewing work, scheduling, training, coaching, and supporting professional development.
  • Establish work rules and performance standards; conduct performance evaluations; address performance concerns; and recommend corrective or disciplinary action consistent with City policies and applicable labor agreements.
  • Assess staffing needs and recommend organizational and staffing changes. Participate in recruitment, selection, onboarding, and workforce planning.
  • Develop, implement, and update departmental policies, procedures, and operational standards to ensure compliance with applicable laws, court rules, evidence-based practices, City policies, and contractual requirements.
  • Advise and confer with the Municipal Court Judge regarding program priorities, policies, budget allocations, staffing levels, operational needs, program performance, and strategic initiatives.
  • Develop and administer the annual operating budget, currently totaling approximately $130,000. Monitor expenditures, authorize purchases within delegated authority, ensure fiscal accountability, and recommend budget adjustments as needed.
  • Develop funding proposals; administer grant-funded activities; monitor grant compliance, expenditures, and deliverables; prepare required reports; and ensure adherence to funding requirements.
  • Develop, negotiate, administer, and monitor contracts and service agreements within delegated authority and in accordance with City purchasing, contracting, and legal-review requirements.
  • Ensure complete, accurate, confidential, and timely case records are maintained for the Probation Department and Treatment Court Program. Maintain required records for any personally assigned limited caseload.
  • Oversee Probation and Treatment Court service delivery, provide guidance on complex cases, and perform advanced probation or treatment court duties when necessary to maintain operations.
  • Evaluate program effectiveness through performance measures, statistical analysis, participant outcomes, compliance data, and required reporting; recommend and implement operational improvements based on results.
  • Coordinate with treatment providers, prosecutors, defense counsel, law enforcement, community agencies, and other partners to support effective service delivery and participant outcomes.
  • Attend and testify at court proceedings related to Treatment Court participation, compliance, violations, progress, and case recommendations.

KNOWLEDGE, SKILLS and ABILITIES

Knowledge of:

  • Washington State court rules, policies, procedures, and civil and criminal law procedures applicable to municipal probation and treatment court operations.
  • Treatment court principles, evidence-based supervision and behavioral-change practices, participant monitoring, and community-based treatment resources.
  • Principles and practices of employee supervision, performance management, training, coaching, organizational development, and labor-management relations.
  • Public-sector budgeting, purchasing, grant administration, contract administration, fiscal controls, and records management.
  • Program planning, performance measurement, statistical analysis, outcome reporting, continuous improvement, confidentiality, and information security.
  • Microsoft Word, Microsoft Excel, the Washington State Judicial Information System (JIS), Judicial Access Browser System (JABS), Tyler Supervision, O-Court, and other court or case-management systems.

Ability to:

  • Lead, supervise, evaluate, train, and develop employees while applying City policies and applicable labor agreements consistently.
  • Plan and manage department operations, establish priorities, allocate resources, and maintain service continuity with limited staffing.
  • Develop and administer budgets, grants, contracts, purchasing activities, policies, procedures, and operational controls.
  • Analyze program, financial, compliance, and outcome data; identify trends; and present practical recommendations to the Municipal Court Judge and other stakeholders.
  • Interpret and apply laws, court rules, confidentiality requirements, City policies, labor agreements, contracts, and grant requirements.
  • Communicate clearly, professionally, and with appropriate discretion, both verbally and in writing, with court participants, employees, City staff, legal professionals, treatment providers, partner agencies, and members of the public.
  • Prepare clear, accurate, and detailed reports, case notes, policies, budget documents, grant reports, contract materials, and other court-related documentation.
  • Exercise sound judgment, resolve complex operational and personnel issues, manage competing priorities, and respond effectively to sensitive or crisis situations.
  • Learn and effectively use new software, case-management systems, and other technology required for the position.

Qualifications

  • An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.
  • Bachelor’s degree in Criminal Justice, Psychology, Social Work, Behavioral Health or Human Services, Public Administration, Business Administration, or a closely related field.
  • Four (4) years of progressively responsible experience in probation, treatment court, court administration, criminal justice, behavioral health, social work, or a related program.
  • At least two (2) years of supervisory, lead, or program-administration experience that includes responsibility for staff, operational planning, or program performance.
  • Experience administering a budget and developing or implementing operational policies and procedures.

Preferred Requirements:

  • Master’s degree in Criminal Justice, Public Administration, Social Work, Behavioral Health, or a closely related field.
  • Experience in a municipal court, probation department, treatment court, or comparable public-sector program.
  • Experience administering grants, contracts, public purchasing, or externally funded programs.
  • Experience implementing evidence-based practices and using program data to evaluate outcomes and improve services.
  • Experience using JIS, JABS, Tyler Supervision, O-Court, or comparable court and case-management systems.

PHYSICAL REQUIREMENTS

The position requires the ability to sit for extended periods; routinely stand and walk; frequently use hands and fingers to handle documents, equipment, tools, and controls; and reach with the hands and arms.

The position also requires the ability to communicate effectively through speaking and hearing; occasionally lift or move objects weighing up to 20 pounds; and maintain close visual acuity and the ability to adjust focus for computer work, reading, reviewing documents, and other detailed tasks.

WORKING CONDITIONS

The position requires travel throughout Bremerton and the greater Kitsap County area and may involve extended or irregular hours to meet operational needs and accommodate participant appointments. Duties may include meeting with participants in correctional facilities, offices, and other community-based locations.

The position may occasionally involve exposure to bodily fluids or other potential biohazards when providing operational coverage or working in areas where urine or saliva samples are collected or handled. The position may also involve interactions with individuals experiencing emotional distress, behavioral health concerns, substance use issues, or other crisis situations. Employees must exercise sound judgment, maintain professional boundaries, follow established safety and infection-control procedures, and use appropriate de-escalation techniques when necessary.

LEGAL and REGULATORY EMPLOYMENT CONDITIONS

  • This position is classified as exempt under the Fair Labor Standards Act (FLSA) and is not eligible for overtime.
  • This position is represented by Teamsters Local 589 in accordance with the applicable labor agreement.
  • This position is excluded from the City’s Civil Service system.
