[What the role is]
The Development Control and Licensing Division (DCLD) incorporates environmental considerations into land use planning and development control of new developments and ensures that proposed developments comply with environment health and pollution control requirements. DCLD also processes NEA licences which covers areas such as pollution control, waste management, public cleansing, vector control and fumigation.
You will be part of a team that carries out environmental planning and control so that environmental factors are being incorporated for proposed developments/projects.
[What you will be working on]
What you will be working on:
Lead the review and development of environmental regulations to manage land pollution in Singapore
Lead engagement with relevant stakeholders (e.g. developers, Qualified Persons, consultants, industry associations, and government agencies) in the development and review of environmental regulations
Lead the development and implementation of strategies to support operationalisation of policies and regulations relating to land pollution and environment site assessment, including industry capability development
Review technical advisories on environmental site assessment issued to landowners/developers, and frame responses to address related queries
Work with government agencies to review environmental site assessment and technical reports (i.e. environmental data, technical findings, and proposed mitigation/remediation methods, and provide technical assessment
Review environmental planning norms and requirements to keep abreast of the developments in Singapore, leveraging technology and state-of-the-art environmental control measures
Review work processes and practices to enhance effectiveness and productivity
Put up reports and presentations to Senior Management on environmental pollution-related matters
Contribute to and support other work in NEA (e.g. representation in inter-agency/cross-divisional committees and working groups, rotational duty for after-hours response to pollution incidents, etc.)
[What we are looking for]
Background in Science (e.g. Chemistry, Environmental Science, Geology)
Preferably more than 7 years of experience in legislation development and environmental site assessments
Good organisational and leadership abilities with supervisory / managerial experience
Ability to work effectively with diverse stakeholders
Self-motivated, independent, resourceful and able to foster teamwork
Strong analytical and communication skills with clear articulation of assessments and recommendations
As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment
