Northrop Grumman Mission System (NGMS) Advanced Multifunction Sensors (AMS) Division is seeking a qualified and motivated professional to support multiple advanced technologies programs within our Global Supply Chain (GSC) team with the role of Principal Supply Chain Subcontract Specialist in Linthicum, MD.

What You Will Get To Do:

  • Work with a wide variety of Northrop Grumman’s suppliers to procure complex, specialized goods and services in support of a wide portfolio of programs

Pre-award

  • Facilitate supplier vetting, onboarding domestic and foreign suppliers, and approval
  • Collaborate with key Northrop Grumman key stakeholder requirements, including, but not limited to, engineering, quality assurance, business management, price & cost analysis, commercial item determination, intra/internal (related party) work orders, spares/sustainment/repairs, quality/inspection, planning, operations, proposal management team, etc. and program management to finalize statements of work and material/product specifications to clearly define requirements and to develop an appropriate subcontracting strategy
  • Execute subcontractor agreements, including non-disclosure, teaming, long term price, spares, sustainment, repairs, etc.
  • Ensure compliance with public laws, company policies, import/export regulations and prime contract flow-down clauses
  • Ensure subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services are complete, accurate, and includes prime contract data item requirements and schedule meets internal manufacturing and customer requirements
  • Prepares and submits to supply base (single/sole source or competitive with evaluation criteria) Request for Proposal package based upon the desired contract type, flow downs, reporting requirements, base/options, pricing methodology/matrix, then analyzes and evaluates proposals and supplier’s performance and financial health, negotiates subcontract provisions, selects or recommends subcontractors, documents procurement awards including all negotiations in accordance with internal/external regulations, and administers resulting subcontracts

Post-award

  • Placement of purchase order award utilizing SAP procurement system and managing performance of subcontracts, including but not limited to monitoring supplier quality, reliability, spend profile, and ability to support required delivery schedule
  • Manage and facilitate supplier performance throughout the subcontract lifecycle including identification of strategies, opportunities, and continuous improvement activities such as Lean Six Sigma, identification of opportunities for improved/enhanced efficiencies, reduce costs, efficiency and manage risk to achieve overall efficiency and success of supported programs, including conducting Supplier Product Readiness Reviews with critical suppliers ensuring review of any technical data requirements, supplier’s manufacturing plan, capacity, flow down reviews are conducted to reduce nonconforming materials, and shorten lead times wherever possible
  • Manage and facilitate supplier change notices, validation and payment of invoices, contract letters, through subcontract closeout
  • Assist in material receipts to ensure those are in line with supplier’s spend plan/termination liability schedule and ensuring Government/Customer Furnished property is well documented
  • Employ sound business practices to ensure integrity throughout the procurement process and enforce procurement integrity and compliance
  • Periodically conduct training on a variety of professional topics
  • Providing subcontracting process and compliance requirements guidance to junior subcontract specialists, supplier management teams, and integrated product team leads
  • Work under general direction toward long-range goals and objectives with assignments that are often self-initiated
  • Ensure all requirements are performed in accordance with the scope of work and delivery schedules.

Basic Qualifications

  • Bachelor’s degree with a minimum of 5 years of government contracting supply chain/or business management OR Master’s degree with with a minimum of 3 years of government contracting supply chain/or business management.
  • Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the acquisition process including pricing instructions, terms and conditions and determine the adequacy of domestic and international supplier proposals received
  • Work experience with U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS)
  • Experience with SAP and/or MRP procurement application software
  • Experiernce with MS Office
  • Ability to obtain & maintain a government Secret security clearance
  • US Citizenship

Preferred Qualifications

  • Experience with Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
  • Experience with the Review and approval process of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements)
  • Experience with aircraft development/production/sustainment programs
  • Experience working in foreign subcontracts/ITAR/EAR
  • Experience working with the U.S. government and/or U.S. military, as these entities are the primary customers associated with this position
  • Negotiating experience with subcontracts in excess of $5 million
  • Experience working with multiple contracting formats, including Firm Fixed Price, Time & Material and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).

Primary Level Salary Range: $89,900.00 - $134,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
