The Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU) has an opportunity for a Principal Specialist, Contracts within the Mission Solutions & Payloads (MSP) program area primarily supporting Civil Space programs managed out of Pasadena, CA. In this role, the selected individual will be responsible for cradle-to-grave contract administration activities to include proposal preparation, contract negotiation, contract administration, and contract closeout. You will enable significant customer activities to fulfill contract requirements in accordance with company policies, legal requirements, and customer specifications. Your efforts will be critical to maintaining and building customer relationships and will require partnership with the Program Manager, Finance Manager, Chief Engineer, and functional program team members to review and understand contractual requirements and support the preparation and submission of proposals. In addition to traditional FAR-based, TINA compliant efforts, there is also NASA and NOAA related activity within this role.

What You Will Do

  • Collaborate with Program Managers, Engineering, Finance, Supply Chain and Legal and be a critical member of the Program Management Office (PMO).
  • Own contract management/administration actions on proposals and contracts across the acquisition life cycle to include review and processing contractual modifications and other general contract administration duties.
  • Identify risks, assessing performance requirements scope applicability, advising management of contractual rights and obligations, and managing the contracts in the portfolio post-award.
  • Manage customer relationships to ensure key customer desires are met. Interface with customers by preparing for meetings, and drafting contracts letters for official correspondence on contractual matters.
  • Advising the program team in carrying out the terms of the contract, offering solutions to mitigate contractual/program risks, acting as a focal point of contact with the customer for all contractual matters, change management, and driving contractual issues to closure.

QualificationsYouMust Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years’ prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ experience
  • Experience administering U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS)
  • Experience working proposals subject to the Truthful Cost or Pricing Data Act (commonly known as the TINA)

Qualifications We Prefer

  • Experience working within a cross-functional geographically separated team environment while developing effective relationships based on respect and trust
  • Experience working independently with minimal oversight and supervision in a fast-paced environment, where prioritization is required to be effective
  • Experience with contract administrative support activities for varying contract types (Firm Fixed, Cost and Cost Plus, etc.)
  • Experience with contracts issued by NASA, NOAA and/or the Department of Commerce
  • Experience with International Traffic in Arms Regulations (ITAR)
  • Working knowledge in the use and application of APEX, ICMS and SAP
  • Advanced Degrees such as Juris Doctorate (JD), Masters of Business Administration (MBA), or certifications supporting contract management such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM)

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
