Job Description

Job purpose

The Principal Specialist, Exploration Licensing and Tenement Management will manage, develop and contribute to exploration licensing application and granting processes. Supervise tenement database systems to ensure that all obligations in the license/ lease and all legislative requirements are met.

Key Accountabilities

  1. Develop and oversee end-to-end licensing processes for Maaden i.e., identifying and obtaining licenses, permits or rights to conduct exploration activities to ensure compliance with regulations.
  2. Oversee regulatory administration and provide supervision over all reconnaissance and exploration licenses to ensure compliance to exploration and mining laws of Saudi Arabia.
  3. Manage and advance record keeping for regulatory compliance with licensing terms and conditions.
  4. Facilitate development of Exploration and Resource Development (ERD) by strengthening the administration and management of mineral rights, contributing to geological knowledge in ERD and entire company
  5. Manage the development and collaboration with Corporate Affairs department and respective ERD teams to excel stakeholder engagement relationships to proactively translate stakeholder needs into organizational goals
  6. Prepare responses to Government on mining related enquiries to manage Government relations
  7. Prepare and present regular and ad-hoc reports to Director to provide recommendations on new opportunities, highlight critical issues and challenges, and provide strategic insight to ensure effective decision-making.
  8. Review and collaborate with ERD Operations on developing ERD strategy to ensure its fulfilment and oversee the translation of the Ma’aden strategy into workable scenarios for ERD operations
  9. Manage, select, update, and drive overall ERD portfolio of licenses, collaborate with other ERD departments in mineral resource estimation, prioritize actions, and manage stakeholders to optimize return on investment
  10. Drive the implementation of appropriate new systems / approaches to enhance ERD Licensing and Tenement Management operations and processes.

Minimum Qualification, Experience and Competencies

Minimum Qualifications:

  • Bachelor’s degree in Geoscience, Geospatial and / or similar

Minimum Experience:

  • More than 10 years' experience in license management or tenement management, preferably in the Metals Mining industry
  • More than 5 years' managerial level experience in similar roles
  • Familiarity with Saudi Arabia mining, minerals, and exploration sector

  • Strong project management skills to manage multiple exploration licenses application simultaneously
  • Project Management Professional (PMP) designation
  • Solid communication skills to ensure strategy understanding throughout organization & provide end-to-end (E2E) in personnel management
  • Ability to interact successfully with both internal and external stakeholders at all levels, including govt. units
  • Excellent knowledge of relevant mining, minerals, and exploration legislation in Saudi Arabia with strong emphasis on licensing application system
  • Great leadership and people development skills
  • Solid skills in establishing and tracking the budget to avoid under and overspend
