ABOUT THE ROLE:

Oracle Cloud Infrastructure (OCI) Data Center Delivery Organization is searching for a Principal Project Controls Lead to support delivery of OCI’s Abilene AI Data Center.

This role manages project controls across schedule, cost, risk, procurement readiness, logistics visibility, and delivery performance. The Principal Project Controls Lead will partner with delivery teams, construction partners, suppliers, logistics providers, manufacturing partners, and leadership to improve project predictability, identify critical-path risks, and provide clear, actionable reporting.

The ideal candidate is a detail-oriented project controls professional who can translate project data into practical, field-informed insights. Success in this role will be measured by improved project visibility, reporting accuracy, schedule predictability, risk escalation, mitigation follow-through, and cross-functional alignment.

The role is based in Abilene, Texas. Oracle offers relocation packages to eligible candidates. May consider remote flexibility for candidates located in the DFW area.

  • Responsible for leading the integrated project controls for assigned OCI data center delivery scopes, including schedule tracking, milestone reporting, forecasting, cost visibility, risk tracking, and leadership updates.
  • Develop project controls tools and trackers, including schedules, milestone trackers, action logs, risk registers, issue logs, recovery plans, and project health dashboards.
  • Track project performance across schedule, cost, procurement readiness, material delivery, supplier status, manufacturing alignment, logistics readiness, field execution, safety trends, and mitigation closure.
  • Identify critical-path risks, schedule slippage, dependencies, procurement gaps, supplier constraints, manufacturing bottlenecks, logistics risks, and field execution blockers.
  • POC with project managers, construction teams, supply chain, suppliers, logistics providers, manufacturing partners, and technical stakeholders to validate project status and improve schedule predictability.
  • Support schedule development and maintenance, including baseline tracking, variance analysis, lookahead reporting, progress updates, and recovery forecasting.
  • Track cost and change impacts, including budget risks, forecast changes, pending issues, potential claims, and project-level variance narratives.
  • Coordinate long-lead procurement, supplier readiness, material availability, manufacturing progress, and logistics plans against project execution needs.
  • Lead support prefab, modular delivery, manufacturing coordination, and industrialized delivery by aligning manufacturing status with site readiness and installation requirements.
  • Own the project controls reporting for leadership, including KPI dashboards, variance summaries, risk updates, recovery recommendations, and decision-support materials.
  • Conduct project status reviews through field engagement, site walks, supplier check-ins, construction partner updates, and manufacturing reviews.
  • Escalate risks early with clear ownership, recommended actions, due dates, dependencies, and recovery paths.
  • Lead project controls reviews, governance forums, coordination meetings, action tracking, and follow-up discipline.
  • Convert project data into concise insights that help leadership understand delivery risks, tradeoffs, and required decisions.

Qualifications:

  • 8+ years of experience in leading project controls, project management, construction delivery, program management, infrastructure delivery, supply chain coordination, operational reporting, or related fields.
  • Bachelor’s degree in engineering, Construction Management, Business, Supply Chain, Operations, or a related field, or equivalent practical experience.
  • Experience supporting large-scale construction, infrastructure, data center, mission-critical, industrial, manufacturing, energy, utilities, or complex capital delivery programs.
  • Working knowledge of schedule tracking, milestone management, cost tracking, forecasting, risk management, change visibility, and project reporting.
  • Experience with integrated project schedules and project controls reporting tools.
  • Ability to analyze project data, identify trends, summarize risks, and translate findings into action-oriented recommendations.
  • Experience maintaining trackers, dashboards, risk logs, issue logs, action registers, recovery plans, and leadership updates.
  • Strong executive level communication skills with the ability to present complex project information clearly to project teams, stakeholders, and leadership.
  • Ability to work across construction, engineering, supply chain, logistics, manufacturing, finance, and operations teams.
  • Strong attention to detail, follow-through, and ownership of recurring project controls processes.
  • Ability to influence accountability and follow-up without direct authority.
  • Willingness to work from Abilene, Texas and travel as needed to support project delivery.

Preferred Qualifications

  • Experience leading hyperscale data center delivery, mission-critical construction, semiconductor, industrial, manufacturing, energy, utilities, or other complex infrastructure programs.
  • Experience with Primavera P6, Oracle Primavera Cloud, MS Project, Power BI, Tableau, Smartsheet, Excel, or similar tools.
  • Experience with schedule variance analysis, critical-path analysis, lookahead planning, cost forecasting, change tracking, and recovery planning.
  • Experience coordinating supply chain readiness, long-lead procurement, logistics planning, supplier performance, manufacturing readiness, or material flow.
  • Familiarity with prefab, modular construction, offsite manufacturing, industrialized construction, or field-installation readiness.
  • Experience preparing executive dashboards, KPI summaries, project health reports, variance narratives, and risk-based decision briefs.
  • Demonstrated ability to improve reporting accuracy, schedule visibility, mitigation closure, supplier readiness, logistics performance, and project execution discipline.
  • PMP, PMI-SP, PSP, CCP, Lean Six Sigma, or similar certification preferred but not required.

US: Hiring Range in USD from: $126,200 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
