
The Leidos Health & Services Sector is seeking a full-time Principal Program Manager, Informatics (PPM-I) to support the Department of Veterans Affairs (VA) to help transform how it collects, manages, analyzes, and utilizes health data, to transform and improve care for Veterans.
The PPM-I functions as the programmatic lead for all Health Informatics capability areas under the task order. While the Senior Program Manager holds overall contract authority, the PPM-I is the operational day-to-day leader responsible for coordinating across the full spectrum of specialized informatics disciplines represented on this contract, including clinical informatics, health IT, terminology, human factors engineering, strategic communications, Microsoft O365/Power Platform, and SAFe transformation.
This individual ensures that informatics workstreams are integrated, that deliverables meet VA quality standards, industry best practices, and Government-defined performance standards, and that the team's collective efforts align with the strategic priorities of VHA's Office of Health Informatics and the Office of Connected Care (OCC). The PPM-I serves as a critical bridge between the technically specialized leads and senior program management, translating complex informatics activities into program-level reporting, risk management, and stakeholder communications.
Primary Responsibilities (Day-to-Day)
Lead all programmatic resources assigned to Health Informatics capability areas, serving as the operational integrator across clinical informatics, health IT, terminology, human factors, communications, O365/Power Platform, and SAFe workstreams.
Develop, maintain, and execute the integrated program management plan for the task order, including integrated master schedules (IMS), staffing plans, risk registers, and quality assurance processes.
Oversee the preparation, review, and timely delivery of all informatics-related deliverables, ensuring compliance with Section 508 accessibility requirements and Microsoft Office-compatible formatting standards.
Conduct daily coordination with all discipline leads (clinical informatics, health IT, terminology, human factors, communications, O365/Power Platform, and the Principal Agilist) to monitor task progress, resolve blockers, and realign resources as needed.
Provide comprehensive written status reports, briefing materials, and program performance dashboards to the Senior Program Manager and the COR on a weekly basis and as otherwise required by task order.
Manage the program risk register, identifying and escalating risks related to staffing, technical performance, data quality, and regulatory compliance to the Senior Program Manager.
Ensure that all informatics work products meet industry standards including HL7 FHIR, SNOMED CT, LOINC, ICD-10-CM/PCS, RxNorm, and other applicable clinical data standards.
Coordinate and facilitate program-level meetings, sprint reviews, PI Planning events, and stakeholder briefings with VHA program offices.
Support proposal activities for follow-on Task orders, including capability narrative development, staffing matrix updates, and past performance documentation related to performance.
Monitor and ensure adherence to VA privacy and security requirements, including VA Handbook 6500, HIPAA, FISMA, and applicable VA Directives for information system design and data handling.
Basic Qualifications
Master's degree in Health Informatics, Public Health Informatics, Healthcare Administration, Information Technology, or a related field. May be substituted with 20 yrs relevant experience and a Bachelor’s degree.
Minimum 15 years of experience in healthcare IT program management with at least 3 years leading informatics-focused programs within a federal government or VA/DoD healthcare environment.
Demonstrated experience coordinating multi-disciplinary teams inclusive of clinical informatics, health IT analysis, terminology, and communications functions.
Familiarity with federal healthcare data standards including HL7 FHIR, SNOMED CT, LOINC, and ICD-10.
Strong project scheduling and risk management skills.
Proficiency with Microsoft Office Suite including Teams, SharePoint, ServiceNow Change Request, Jira, Confluence, and other project scheduling tools.
Preferred Qualifications
Doctorate degree in Health Informatics, Healthcare Administration, or a related field.
PMP certification from PMI; SAFe Program Consultant (SPC) certification is a significant plus.
Experience managing programs within VA's OIT, OCC, or VHA Health Informatics environments.
Familiarity with VA EHR Modernization (EHRM) program using Federal EHR (Oracle Health/MHS Genesis) and VistA transition activities.
Experience with Agile Release Train (ART) planning, PI Planning facilitation, and SAFe implementation at enterprise scale.
Working knowledge of Microsoft O365 and Power Platform as used within VA's enterprise IT environment.
Experience supporting oral presentations and technical demonstrations.

Pay Range $154,050.00 - $278,475.00
