Position reports to the Senior Global Trade Compliance Program Manager. The position is responsible for the performance of day-to-day transactional activities necessary to ensure compliance with U.S. as well as other countries’ export regulations, Customs Compliance, Free Trade Agreements and classification of Solar parts and materials for export. The position may develop trade-related solutions, procedures and educational materials for the trade compliance program. The position is an internal business advisor on export compliance matters, acts as a technical coach and may guide the work of more junior department employees.

Major functions of the position include, but are not limited to:

  • Perform Restricted Party Screening and company ownership structure reviews
  • Perform transaction releases in systems (e.g.,Trade Automation, Navision)
  • Provide support to internal and external customers on export compliance matters
  • Maintain import and export process accuracy and consistency
  • Perform export licensing determinations and submit applications
  • Assist with interpretation and determination of Export Control Classification numbers
  • Assist with audit of export activities to include AES and forwarder review
  • ATA Carnet administration and Country of Origin Certification processing
  • Communication with government authorities, customs brokers and freight forwarders
  • Support duty savings programs
  • May participate in cross functional teams to reduce regulatory risks applying expertise and knowledge of trade compliance principles.
  • Evaluate business processes for trade compliance improvement opportunities and develop recommendations
  • Validate technical determinations across several GTC areas (e.g. classifications, US Export screening, FTA qualifications, export license applications etc.).
  • Resolve issues by applying well developed knowledge and interpretations of published regulations in multiple GTC areas (Export, Import, FTA’s, Classification). Consult with Legal, Caterpillar and outside experts.
  • Provide guidance and training on GTC processes and regulations
  • Continuing education: stay abreast of changing GTC regulations
  • Other duties as assigned

REQUIRED QUALIFICATIONS:

  • Extensive knowledge of U.S. Export regulations (EAR, ITAR, OFAC),
  • Working knowledge of U.S. Customs regulations, HTSUS and FTA regulations
  • Thorough understanding of Mexican customs and export controls regulations
  • Understanding of Other Government Agency regulations related to import, export and FTA controls
  • Fluency in spoken & written English and Spanish language required
  • Four-year degree in a related discipline (e.g. Business Administration, Supply chain, International Management) or equivalent education is preferred.
  • 7 to 10 years of Import/Export trade compliance experience desired
  • Knowledge of trade compliance software systems preferred
  • Current certifications and credentials in trade compliance areas are a plus
  • Excellent interpersonal, communication and presentation skills.
  • Ability to work well within a diverse group environment
  • Sound analytical and decision-making skills
  • Proactive and positive approach to problem-solving
  • Ability to work on a self-initiated basis as well as within a team
  • Experience in Microsoft Office applications
