
CQA Engineer responsible for independent verification and assurance that all TSF construction works are executed in accordance with Issued-for-Construction (IFC) drawings, technical specifications (both developed by WSP), and regulatory requirements. The role focuses on systematic inspection, testing verification, documentation, and management of construction quality across earthworks, lining systems, drainage, and associated infrastructure of the TSF including decant ponds, access ramps, maintenance routes, etc.
General Responsibilities:
• Provide full-time site-based CQA presence during critical construction phases (earthworks, liner installation, drainage systems).
• Independently verify construction compliance against approved design drawings, specifications, and QA plans.
• Conduct regular site inspections, focusing on critical/high-risk activities such as:
o Subgrade preparation and compaction of TSF and Decant Pond
o Tailings placement and moisture control
o Geosynthetic liner installation (GCL, HDPE geomembrane, Geonet)
o Drainage and seepage control systems
o Embankment and earthworks construction
• Witness and enforce hold points and inspection checkpoints sign off prior to continuation of works.
• Support EPCM in reviewing contractor QA/QC documentation related to TSF including:
o Inspection and Test Plans (ITPs)
o Method Statements
o Quality Management Plans
• Verify that all TSF related works comply with:
o Issued-for-Construction (IFC) drawings
o Technical specifications
o Approved method statements and Inspection Test Plans (ITPs)
• Verify field and laboratory testing including:
o Density/moisture compliance
o Geomembrane seam testing (NDT and destructive testing)
o Material compliance and gradation
• Identify, document, and track non-conformances related to TSF
• Liaise with Contractor and EPCM to:
o Define corrective actions
o Ensure rectification and re-testing
o Verify closure of NCRs prior to acceptance
Liner System QA Responsibilities:
• Oversee installation of liner systems including:
o Panel layout, seam identification, and traceability
o Non-destructive and destructive seam testing
o Welding procedures, trial weld tests, and acceptance criteria
• Ensure no covering of liner elements prior to formal approval (hold-point compliance).
Qualification :
Bachelor’s degree in civil / Geotechnical / Environmental Engineering
Mandatory Skills:
• Full knowledge of the following to Independently verify construction compliance:
o TSF design and construction practices
o QA/QC procedures, ITPs, and standards
o Geosynthetics installation and testing
o Compaction and earthworks control
• Working knowledge of international dam and tailings standards, including ICOLD, ANCOLD, and GISTM is required
