Position Purpose:

This position is responsible for managing activities related to the successful delivery of large and strategic capital infrastructure projects from inception to completion, the size and sensitivity of which have a significant impact to Operational, Financial, Regulatory and/or other Company objectives. The candidate works closely with Operations personnel, managing and coordinating project activities utilizing a cross functional team approach. The candidate must have the ability to develop unique solutions for complex technical problems that may include the design of new systems or processes to address emerging water and wastewater resource management challenges. This person also will provide value engineering assistance on select design and construction projects and assist in construction oversight as needed.

Specifically, the candidate will be the Construction Manager (CM) for the PFAS treatment project at the Company’s 188 MGD Haworth Water Treatment Plant (WTP), which will use a progressive design-build (PDB) project delivery approach. The CM will be responsible to oversee the progress of the Works in a timely and cost-effective manner. Will act as Veolia’s representative in the daily management of the Designer/Build partner for its construction scope. Manages and is responsible to supervise the construction activities. Requires ability to work under pressure, but also with an open mind and a collaborative mind set.

Primary Duties/Responsibilities:

  • Phase 0 (Sep 2026 - Aug 2027): Active participation in Design-Build partner review and selection. Challenge construction alternatives in preliminary design development by the Owner Advisor. Haworth time commitment approximately 25%, balance of time will be spent on other VWNJ capital projects.
  • Phase 1 (Sept 2027 - March 2029): Responsible for various Work Groups for the scope directly related to construction, challenge construction issued from the Design-Build partner. Anticipated start of full-time commitment to the Haworth project.
  • Phase 2 (April 2029 - Mid-2032): Responsible for implementing all QA/QC requirements as well as ensuring that the Design-Build partner delivers according to the time and cost agreed and expected by Veolia (including Commissioning). Ensuring implementation of Veolia safety rules on site. Manage the interface with the Design-Build partner during construction and commissioning phase.

Work Environment:

  • This is a full-time, onsite position (5 days per week) located at the Haworth WTP.

Qualifications

Education/Experience/Background:

  • Bachelor’s degree in Civil, Mechanical, or Environmental Engineering or related field, Master’s degree preferred.
  • Minimum 15 years experience managing water/wastewater design and construction projects and upgrade projects.
  • In-depth experience in project scheduling, cost analysis, contract terms development, technical scope development, contracting, cash flow analysis and other construction project related functions.
  • Experience with major upgrade projects for currently operating treatment plants and pumping stations.
  • Experience with major transmission/force main and distribution/collection projects.
  • Experience with environmental regulatory framework and permitting, including drinking water quality standards and compliance.
  • Experience utilizing alternate project delivery methods (design-build, integrated project delivery) and contracting methods (guaranteed maximum price, reimbursable).
  • Experience with obtaining local permits, such as planning board approvals and building permits.

Knowledge/Skills/Abilities:

  • Thorough working knowledge of water and wastewater Process applications.
  • Superior personal effectiveness skills.
  • Strong Influencing and Team building skills.
  • Collaborative mind set and ready to have a driving role following an alternate project delivery method (i.e. PDB).
  • Strong communication, listening, presentation and reporting skills.
  • Familiar with Project Control tools (document control, planning, etc.)
  • Computer skills (MS Project, AoDOCs or Procore, etc.)
  • Strong project.
  • Financial analysis skills, including budget management, ongoing assessment of project risks/opportunities and basic project accounting knowledge.

Required Certification/Licenses/Training:

  • Professional Engineer (PE) license preferred.
  • PMP and/or Construction Management certifications are a plus.

Additional Information

Pay Range: $180000 to $195000 per year.
