The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Chief Executive Office is seeking qualified candidates to fill emergency Principal Analyst, CEO (Sacramento Advocacy Office) vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Principal Analyst, CEO (Sacramento Advocacy Office).

Examples of duties

  • Lead high-level state policy development and funding negotiations to strengthen the County’s homelessness response, driving legislative and budgetary outcomes across encampment resolution, affordable housing production, behavioral health services, substance use disorder programs, and eviction prevention.
  • Strategically communicate and advance the Board of Supervisors’ advocacy agenda before the Administration and Legislature, shaping state policies and funding streams by delivering coordinated, evidence-based positions on behalf of the County.
  • Oversee complex, multi-departmental advocacy efforts that protect and expand state funding streams essential to homelessness initiatives, ensuring alignment across departments and resolving policy, operational, and intergovernmental obstacles.
  • Direct comprehensive legislative advocacy in human services domains such as child welfare, public social services, and poverty alleviation, areas requiring subject-matter expertise to influence upstream systems that reduce homelessness.
  • Continuously monitor, interpret, and influence complex state legislative and regulatory proposals, synthesizing impacts across multiple County systems and advising executive leadership on risks, opportunities, and recommended interventions.

Qualifications

SELECTION REQUIREMENTS:

TRAINING AND EXPERIENCE:

Three years of professional staff experience in analyzing and recommending solutions to problems in government programs or areas such as budget, finance, operations, legislative policy, organization and management, or intergovernmental relations or communications at the level of Senior Analyst, CEO* or higher.


Special Requirement Information

*In the County of Los Angeles, experience at the level of Senior Analyst, CEO is defined as working independently to provide professional staff support to the head of an organization, including the planning, coordination, direction and control of various functions.

Out of Class Experience will not be accepted for this examination.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.
