The Planning, Dispositions and Property Management unit (PDPM) is responsible for the oversight of the City’s real estate portfolio, and the disposition of surplus City owned real property. The unit currently administers more than 400 real estate agreements that generate an annual revenue of more than $40 million and manages the sales of certain City-owned properties for purchase by private users, either through public auction or other sales programs. Additional responsibilities include the tracking, records management, evaluation and reallocation of the 14,000 properties owned by the City, and particularly, planning for the 2,000 surplus properties controlled by DCAS. This unit provides guidance on land use matters and the City’s processes to effectuate real estate transactions, including signing off on all City acquisition, disposition and site selection ULURP applications; and identifies City-owned properties that may be appropriate for disposition.

The Property Management group within PDPM unit consists of property inspectors and a Contract and Procurement Manager, responsible for the oversight and maintenance of the surplus property portfolio. The unit is responsible to ensure all contracting needs of the portfolio are met, including securing needed funding, anticipating future needs of the portfolio, and addressing all property needs and issues as they arise, for approximately 2,000 properties. This unit must be able to plan ahead for issues and maintenance needs, while also being able to react to complaints and other issues that arise that may have been unforeseen.

This Portfolio Project Manager position is a critical piece of the vision for the Planning, Dispositions & Property Management unit. With the recent departure of Esosa Uwadiae, who has been the sole analyst and project manager within PDPM, working on projects across the different groups, including managing complex projects for property management, this function is being repurposed to provide dedicated property and portfolio management support for projects involving the DCAS portfolio.

This position, in addition to creating efficiencies and streamlining processes, will help with portfolio reduction and revenue generation. Through successful property management projects, properties that are not in a state of good repair can be brought up to a good state, and become marketable for disposition, which will lead to revenue generation and reduction in property management burdens and liabilities.

The responsibilities are but not limited to:

  • Manage various projects aimed at improving the quality of the DCAS property portfolio and resolving issues.
  • Work closely with the property management team and assist with procurement matters, to ensure funds and resources/contracts are in place.
  • Create and manage databases, update written materials & conduct analysis for real estate management and transactions.
  • Keep up to date with government policies and laws related to land use matters, real estate management and transactions.
  • Review complex documents to ascertain, gather and reconcile information.
  • Work with other Real Estate Services units to ensure flow of information and that projects and milestones are completed on time, and consistent with requirements and expectations.
  • Assist in the management of compliance efforts regarding certain local laws that impact DCAS’ real estate portfolio, including laws related to benchmarking and energy efficiency.
  • Assist in the oversight and management of several condominium buildings under DCAS jurisdiction.
  • Communicate and act as liaison with various DCAS units, other government agencies and private entities regarding real estate transactions and projects.
  • Represent DCAS and Real Estate Services at internal and external meetings, task forces, hearings, and court proceedings as needed;
  • Coordinate and assist with special projects in support of the agency’s mission, including, but not limited to, the public lease and sales auctions, reports, public inquiries, special permits, direct sales and data reporting internally and externally.
  • Monitor and track key performance indicators.
  • Assist with the administration of long and short-term leases, and the sales of City-owned property, as needed.
  • Conduct analyses of the DCAS portfolio to identify eligible properties for various programs, including for sale/lease/disposition or for reallocation to other City agencies.
  • Provide support and compile data, including market studies, for the various transactions undertaken by PDPM, including sales, leases, licenses, permits and concessions.
  • Conduct research of property records.
  • Conduct site visits and field inspections, as needed.
  • Create status reports and documents such as lease templates and abstracts, analyze, reconcile and update databases and data to ensure data integrity, and keep others informed of lease issues and status updates.
