About the role

The Portfolio Development Manager (PDM) leads multifunctional teams across BT UK Business and business partners to develop and launch profitable products as part of the Strategic Products roadmap, to create the most commercially successful portfolio of Strategic products. These portfolio developments will drive and support the business success of BT UK Business in terms of market leadership, revenue and profit growth, cost reduction and customer experience.
The role of the post-holder has the following principal components that include:
• Project management of the development and launch of new portfolio developments using the BT operating model and launch processes, across all phases. Good understanding of Portfolio Organisations and BT Business Areas requirements in day to day working with regard to investment proposals and portfolio development plans for the financial year in the relevant portfolio areas.
• Contribute to the creation of portfolio development roadmaps for specific portfolio areas with Product Managers, Product Owners, Business Analysts and others in the cross functional project and programme matrix, including Engineering, Sales, Service, Training, Trials and Adoption. To include initial high-level assessments of timescales and costs, refined during mobilisation and design phases ahead of build and testing of the product.
• Delivery of portfolio developments and launches to time, cost and quality as measured through the relevant agreed goals, objectives and KPIs.
• Contribute within the business context of achievement of the relevant business benefits (revenue, profitability, cost saving, customer experience) as per the approved business cases and as reviewed at Post Investment Reviews.
• Leadership, management and inspiration of the multifunctional virtual team in the context of direction setting and motivation of the team in the context of better, faster, cheaper portfolio development which drives competitiveness and growth and puts the customer first.
• Leadership also involves the proactive reflection of market unit and capability unit priorities into team direction and project retrospectives.
• Strategy, plan and implementation for business improvement of Portfolio delivery.
• Use of portfolio delivery methods, including quarterly planning, processes, communication, training and implementation across virtual team for defined portfolio areas.
• Manage Go/ No-Go decisions for key milestones of critical developments and escalation judgements.

What you’ll be doing

• You will be the pivot between the Product Manager, Product Owner and Business Analyst and the teams across BT who deliver. Your role will empower the Product Manager, Product Owner and Business Analyst to focus on the “What” while you lead all the development teams on the “How” of building better products for our business.
• Provide overarching change leadership against roadmap planning to ensure early optimisation of value through incremental feature build which drives early customer and user feedback to inform and confirm desirablity, feasibility and viability.
• Planning and delivering portfolio developments through agile methodologies customer-centric mindsets and soe waterfall delivery, driving solutions which put the customer at the heart of every decision.
• Build relationships across a broad range of stakeholders; develop collaborative programme delivery plans to take new concepts through to in-life, whilst managing associated risk, issues, dependencies, assumptions and constraints.
• Provide overarching change leadership and stakeholder management across multifunctional virtual teams from multiple areas and disciplines across the Portfolio and Development community to address the wide range of change, operational and organisational factors to ensure the roadmap proposition development roadmap succeeds and delivers business case value.
• Continuous improvement of virtual team performance and stakeholder satisfaction in the context of better, faster, cheaper portfolio development which drives competitiveness and growth and puts the customer first.
• Delivery Leadership, management and inspiration of the multifunctional virtual team in the context of direction setting and motivation of the team.
• Technical Leadership - By demonstrating technical competency you will seek to gain the trust of the development teams. You will lead on tough decisions that require risky changes, prioritizing bugs, negotiating “technical debt” for e.g.
• Recognised contributor to the continuous improvement of the portfolio development practises that will create the most value to the portfolio goals (Speed, Customer feedback, revenue generation)

Measures of success/KPI’s
• Delivery of value as measured by the Portfolio goals.
• Flow – time from Idea to value realisation.
• Business improvement using optimised and/or Agile processes to provide:
• Effective Feedback Loops – enabling early and often iterations of products to enhance feedback to improve the offering.
• Optimise Flow – identifying and removing impediments that cause delay or erode value in the Idea to Deploy cycle.
• Maximise Value – ensuring that what is launched is continuously iterated to maximise value for customers.

Essential Skills / Experience

• Strategic Business acumen: Knowledgeable in business strategy and the drivers of organisational performance, including people drivers of performance and financial literacy (e.g. business OKRs, business cases), as well as optimising the software development and service lifecycle. Must be strategic and independent in thinking
• Agile delivery: Experience in Agile project or programme management, with the ability to demonstrate and apply strong practical knowledge of established agile methodologies and the tools and practices that underpin them, e.g. Scaled Agile Framework (SAFe), Lean, Scrum, Kanban. (ideally supported by an industry recognised qualification).
• Change management and business readiness: strong skills in building the case for change, sharing vision and helping others shape their change journey, drawing on data and analytical techniques where appropriate, and communicating this to business audiences
• Problem solving: working collaboratively to find creative solutions to problems, handling abstract concepts, ambiguity and complexity with skill and helping others to handle them too.
• Engagement: Ability to persuade and influence diverse groups of senior stakeholders, with sophisticated skills to gain cooperation in complex scenario, navigates conflict and ambiguous situations
• Outcome, benefit and margin management: Able to ensure that the desired outcomes/benefits/margin have been clearly and realistically identified, defined, managed and delivered through to realisation.
• Analysis: The ability to apply logical thinking during the process of gathering and analysing information, testing hypotheses and/or designing and testing solutions. Able to interpret analysis and articulate data to contribute to successful programme/project delivery.
• Service Management: a demonstrable understanding of IT Service Management fundamentals, ideally supported by an industry recognised qualification, e.g. ITIL)
• Experience: Prior experience of delivering complex engagements as a leader or a senior member of a team; experience of the full delivery lifecycle, coupled with the ability to delivery rapid significant impact; proven ability to develop strong relationships and be able to influence colleagues, stakeholders, partners and suppliers.
• Technical: Product domain and vendor knowledge. In this role you will be expected to have a minimum foundational understanding of the relevant Technology in the Portfolio area you lead development on.

Experience
• Project management of the development and launch of new portfolio developments in a telco environment and across all launch phases: requirements, design, build, test, trial and adoption.
• Contribute to the creation of portfolio development roadmaps for with product teams and cross functional teams. To include initial high-level assessments of timescales and costs.
• Leading, managing and inspiring multifunctional virtual teams in the context of direction setting and motivation of the team to ensure better, faster, cheaper portfolio developments driving competitiveness and growth and putting the customer first.
• At least 5 years recent and strong end-to-end Programme/Project Management experience
• A Project Management/Service Management qualification such as Prince, ITIL, PMP, Agile or equivalent.
• Preferred - A Business or Engineering degree
• Preferred – Customer facing experience in a Technology and service business, where you have had to make commitments to UK Enterprise customers.
• Preferred – Working with Broadband and/or security technologies and vendors.
