Job Responsibilities

The incumbent will be responsible for the following key tasks:

  • Programme Formulation and Design:
    • Participate in formulating the country programme and projects by compiling and analyzing information relevant to population dynamics and development.
    • Support the development, finalization, and revision of P&D-related annual work plans and draft project documents.
    • Contribute to identifying research gaps to be initiated under the P&D projects and carry out literature/desk reviews as guided.
  • Project Implementation and Coordination:
    • Guide the routine implementation of assigned projects, coordinate the delivery of project inputs, and enhance collaboration among various entities and partners.
    • Strengthen key partnership with CAS- central administration of statistics, Ministry of Social Affairs, Ministry of Interior and other key line ministries
    • Suggest new partners/experts based on comparative advantages, support the assessment of existing partners for re-engagement, and draft Terms of Reference to ensure consultants deliver their tasks.
    • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel
    • Supporting the advocacy and resource mobilisation strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
  • Logistics and Administrative Support:
    • Provide logistical assistance by coordinating high level visits, P&D-related meetings, workshops, events, official launches and media forums.
    • Follow up with suppliers on production-related activities.
  • Monitoring, Evaluation, and Finance:
    • Support the evaluation of project activities, conduct field visits, and implement monitoring frameworks and tools.
    • Assist in monitoring the financial implementation of work plan activities and provide backup support for project expenditures, disbursements, and timely financial reporting.
    • Contribute to the development and review of tools for rapid/needs assessments, studies and surveys.
    • Provide regular inputs to status, progress, annual, monthly, and donor reports, ensuring follow-up on agreed-upon actions and recommendations.
  • Technical Support, Advocacy, and Knowledge Management:

    • Assist relevant line departments and statistical offices in demographic analysis and data collection for evidence-based planning.
    • Support advocacy and resource mobilization efforts by networking with public information and donor contacts.
    • Represent UNFPA as requested in interagency fora
    • Implement knowledge management strategies to capture lessons learned and promote the use of knowledge

    Expected Results

  • P&D project activities and related indicators are realized.
  • P&D consultancies are undertaken and finalized based on agreed-upon terms of reference.
  • P&D project needs are assessed, and training plans are identified and implemented.
  • P&D monitoring frameworks and related tools are implemented.
  • Relevant reports and documents are reviewed, developed, and submitted, culminating in a final report on the implementation of all assigned tasks at the end of the assignment.

Minimum Qualifications of the Successful LSC*

Min. Education requirements

A Master’s degree in fields such as Population Studies, Demography, Statistics, or Economics is highly desirable.

Min. years of relevant work experience

At least 5 years of increasingly responsible, relevant professional experience in population, data programmes, project coordination. Prior training in population and/or development issues, with a strong emphasis on SRH, GBV, youth and gender, is required. Demonstrated experience in programme planning, design, follow-up, and monitoring is highly advantageous.

Experience, Knowledge, and skills

Good knowledge of the Lebanese context, its social structure, and the sustainable development 2030 SDG agenda. Proficiency in current office software applications and corporate IT systems is required. Prior experience in the UN system is considered a strong asset.

Desired skills in addition to the competencies covered in the Competencies section

Familiarity with UN procedures and working methods is an asset.

Working experience with an international organization is an asset.

Fluency in oral and written English and Arabic is essential;
