Job Description

This is a Temporary Lateral Managed Move from June to December 2026 to backfill for Maternity Leave.
We have an opportunity for a C1 Emissions Trading Scheme (ETS) and Carbon Markets Team Lead to join the Emissions Trading Scheme (ETS) and Carbon Markets Team on a temporary basis for 6 months to support delivery of key policy contributing to Scotland’s climate ambitions for a just transition to net zero emissions by 2045

The team works in close partnership with UK Government, Welsh Government and Northern Irish Government officials to deliver the UK ETS – offering a unique insight into cross-government policy making and delivery. The ETS team also works with a wide number of Scottish Government policy teams, lawyers, SEPA and a number of external stakeholders to develop policy that delivers Scottish Government climate objectives.

This is a critical and interesting time for the UK ETS as we negotiate to link the UK scheme with the EU ETS, offering insight and experience in EU policy making and negotiations and also as we are developing policy to expand the scheme to more sectors including international maritime, energy from waste and greenhouse gas removals.

Responsibilities
  • Leading Scottish Government input into the four-nations approach to UK ETS policy development, covering a wide range of work programmes ranging from early consultations to implementation via secondary legislation. It is imperative that Scottish Ministerial priorities are fully considered during policy development.

  • Leading advice to Scottish Ministers, demonstrating an ability to communicate difficult and challenging concepts in a way that is accessible and effective to Ministers.

  • Briefing the SG SCS representative on the UK ETS four nations board ahead of monthly governance meetings.

  • People leadership, ensuring team members (2 B3s, 1 B2) have clear, appropriately stretching objectives, while maintaining an appropriate work-life balance, and a good, productive, friendly team culture.

  • Building and maintaining strong working relationships across Scottish Government policy teams where ETS interests intersect with other policies, ensuring joined-up advice and coherent delivery.

  • Developing trusted relationships with counterparts in the UK Government, Welsh Government, and Northern Ireland Executive to support effective collaboration across the four-nations.

  • Managing the budget, including holding the relationship with SEPA who regulate the ETS in Scotland.

Working pattern

This role is a temporary position with an expected commitment of 6 months.
