The best way to end homelessness is to prevent it from happening in the first place.This part-time post provides an opportunity to lead the design, development and delivery of improved policies and legislation to prevent homelessness. Job sharing with the existing C1 as part of the C band team of a busy, high profile unit, you will be responsible for major workstreams in the Ending Homelessness Together action plan and for delivery of new homelessness prevention legislation.
You will be working in the Better Homes Division of the Directorate for Housing. This is an area where we take pride in developing our staff and providing a supportive environment.You will work alongside a committed, experienced team in a high-profile policy area which, as well as being a priority for ministers, continues to attract significant political and public interest.
There is a need for the team delivering the homelessness programme to respond deftly to emerging priorities. As such, this post will suit someone who likes working in a dynamic environment which they will help shape.
Responsibilities
Lead implementation of the Housing (Scotland) Act 2025 homelessness prevention duties, supporting ministers and coordinating work across government, public services and third sector.
Design and prepare processes, guidance and support for the new legal duties, assessing resource, training and regulatory needs with local authorities and other stakeholders.
Oversee the delivery of the recommendations from the homelessness prevention task and finish group and develop an evaluation framework to measure the impact of the legislation.
Contribute to delivery of the Ending Homelessness Together action plan and oversee effective use of associated funding, working collaboratively with other team leaders.
Provide strong ministerial support, manage key external relationships and offer effective line management for four staff.
Working pattern
This role is a permanent level transfer position.
This is a part-time job sharing role. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location. If you have specific questions about the role you are applying for, please contact us.
