B3 Offshore Wind Policy and Skills Officeris an exciting new key role in the Offshore Wind Directorate. Part of a motivated and high-performing team, the post holder will play a critical role in successfully delivering the Scottish Government’s ambitious offshore wind priorities.

The successful candidate will work across the Offshore Wind Deployment Policy Team and the Offshore Wind Skills Team on a range of issues supporting the timely deployment of the Scottish offshore wind sector, engaging closely with colleagues across the Scottish Government and with a wide range of delivery partners, developers and stakeholders.

The post holder will play a key role in ensuring Scotland’s offshore wind priorities are clearly represented across key reserved policy areas, including offshore wind technologies and the UK Government’s Contracts for Difference (CfDs) scheme. They will lead work to progress and agree solutions to critical policy issues such as INTOG, Crown Estate Scotland leasing, and skilled worker visas.

They will also support the delivery of the offshore wind skills programme as required, providing essential resilience across these workstreams in response to high levels of parliamentary activity and SCS and Ministerial engagement and interest.

This will include high-quality timely responses to the high-volume of offshore renewables related correspondence, including FMQs, Parliamentary Questions and Freedom of Information/Environmental Information Regulation requests, and briefing materials and speaking notes for ministerial and official level meetings.

The role will report to the Head of Offshore Wind Policy Deployment, but will work closely with the Head of Skills on matters pertaining to the offshore wind skills programme.

Key Responsibilities

  • Contribute to the development and execution of core offshore wind deployment policy and skills products and develop policy positions on issues in the offshore renewables sector, including the UK Government’s Contracts for Difference scheme, INTOG, sea bed leasing arrangements, and skilled worker visas.
  • Provide robust advice and briefing for SCS and Ministers on key issues relating to the deployment of offshore wind in Scottish waters and skills policy. This will include the delivery of high-quality timely responses to offshore wind related correspondence, including FMQs, Parliamentary Questions and Freedom of Information/Environmental Information Regulation requests, and briefing materials and speaking notes for ministerial and official level meetings
  • Develop effective, strong and consistent approach to engagement across teams in the Scottish, UK Government, Crown Estate Scotland and with key industry stakeholders, delivery partners and developers, maintaining oversight of developments across the range of offshore renewables projects coming through the pipeline to inform intelligence gathering, policy development and advice to SCS and ministers.
  • Deputise for the C1 in the team as required.

This role is a permanent level transfer position.
