Job Description

The Cross-Issue and Product Policy (CIP) team's mission is to define the fundamental principles that guide policy work, ensuring policies are aligned and operable across issue areas and product surfaces.

In this role, you will help develop a durable policy base for TikTok’s global Trust & Safety ecosystem. You will lead and support strategic policy initiatives and priorities, including ensuring human rights are embedded in the policy development process and that we are effectively communicating our principles to external audiences through our Community Guidelines. You will partner closely with policy subject-matter experts, product teams, enforcement and operations partners, legal, public policy, data science, and other cross-functional stakeholders to ensure policy decisions are clear, consistent, implementable, and aligned with broader platform safety goals.

This role is ideal for someone who combines principled thought, strong policy judgment, excellent writing, structured problem-solving, and the ability to bring clarity to ambiguous, fast-moving, cross-functional issues.

Responsibilities:

- Draft and refine policy materials so they are clear, consistent, defensible and operationally useful for downstream teams.

- Support strategic cross-policy and product-policy initiatives, including work related to emerging harms, new product features, AI-generated content, human rights, spam, account integrity, appeals, and other high-priority policy areas.

- Partner with policy subject-matter experts and product/XFN teams to translate complex safety, product, and societal issues into practical policy frameworks and decision logic.

- Advise on policy alignment for new features, product launches, and cross-functional initiatives, ensuring risks, ownership, review paths, and launch-readiness considerations are clearly understood.

- Develop and maintain foundational policy documentation, including policy principles, frameworks, taxonomies, glossaries, templates, and style guides.

- Build reusable tools and self-serve resources that help policy and partner teams develop, update, and apply policy more consistently.

- Provide structured feedback on policy drafts, enforcement guidance, and related materials to ensure they reflect policy intent and can be interpreted and implemented consistently.

- Support leadership visibility into major cross-policy initiatives, unresolved decision points, and areas where policy fragmentation or governance ambiguity may create risk.

Minimum Qualification(s):

- 5+ years of experience in Trust & Safety, platform policy, product policy, public policy, law, human rights, technology policy, academia, or a related field.

- Excellent writing, editing, and executive communication skills, with the ability to turn complex and ambiguous topics into clear, structured, and actionable materials.

- Strong policy judgment and the ability to reason across multiple issue areas, product contexts, stakeholder perspectives, and risk trade-offs.

- Experience developing policy frameworks, principles, standards, guidance, or governance documentation.

- Exceptional ability to work cross-functionally with partners such as product, legal, comms, operations, enforcement, public policy, and data science.

- Self-starter with strong organizational skills and ability to manage multiple workstreams in a fast-moving environment. Comfort working with ambiguity, emerging issues, and high-priority projects that require both speed and rigor.

- Strong understanding of online safety, content policy, platform governance, social media, or technology policy issues.

Preferred Qualification(s):

- A degree in law, with experience working on cross-policy, product-policy, or governance initiatives in a global technology company. Experience drafting public-facing community guidelines is a plus.

- Experience with Trust & Safety policy development, enforcement systems, escalation processes, or operational policy implementation.

- Familiarity with one or more relevant issue areas, such as AI-generated content, spam, human rights, account integrity, appeals, civic integrity, or emerging product safety risks.

- Experience advising product teams on safety, policy, governance, or launch-readiness considerations.

- Strong analytical skills and ability to use qualitative and quantitative evidence to inform policy recommendations.
