Policy Enforcement Officer | Full Time

Grade: 6

Location: Based at the Environmental Education Centre, but countywide travel essential

Role Context:

The purpose of a Policy Enforcement Officer (PEO) is to contribute towards the management of Lancashire's waste network by ensuring that service users comply with waste regulations and council policies. PEO’s will identify and take appropriate action against those that do not comply, therefore ensuring the effective operation of the HWRCs and reducing the volume of commercial waste being disposed of illegally. The key objectives of the role are: -

  • identify frequent and excessive service users

  • keep accurate records of service users visits

  • act on intelligence gathered and engage with customers to establish details of their waste

  • take appropriate enforcement action against customers who aren't complying with regulations

The Policy Enforcement Officer will report directly to the Policy Enforcement Manager.

The role will also include supporting the Policy Enforcement Manager with conducting internal investigations and the application of non-waste council policies and procedures.

The post holder will provide general technical and administrative support for the Enforcement Team. They will use practical and procedural knowledge and analytical and judgmental skills to interpret information or situations and solve varied problems some of which may be difficult and require advance planning.

Communication skills are important as the post holder will be interacting with internal and external customers on a daily basis.

The post will be mobile across Lancashire, visiting each of the 16 HWRCs and other locations as required, acting on intelligence gathered by site operatives and other officers.

The post is a full-time position (37 hours per week). Your normal working base will be at the Environmental Education Centre, Leyland but you will be required to work in other parts of Lancashire.

The service operates 7 days a week and weekend working will be required. You will also need to have a full driving licence and be able to drive a Lancashire County Council vehicle. Successful candidates will be required to complete and pass all necessary training and accreditation within 6 months of starting employment.

Accountabilities/Responsibilities:

  • Carry out waste enforcement activities in line with all regulatory and operational procedures and standards.

  • Undertake home visits to observe the origins of the waste.

  • Completing all required documentation relevant to the role (both paper based and electronically) in a thorough and timely manner and in line with all regulatory and operational requirements.

  • Keep accurate records and produce written reports to management of all activities undertaken including statistics on the number and types of customers and vehicles where enforcement action has been taken.

  • Processing and analysis of service specific data and information related to the role
  • Administration of management systems and document control.
  • Assisting in the development, recording and implementation of risk assessments and safe systems of work.
  • Assisting in developing systems for the management and monitoring of compliance with legal obligations including environmental permits and council policies.
  • Assisting in providing training on new and existing systems to staff at a variety of levels and ability.
  • Ensure that you operate in a diligent, effective and efficient way when undertaking your duties.

  • Dealing with customer complaints both verbally and written in a professional manner. Direct engagement with customers including potentially managing difficult situations or customers.

  • Be responsible for a range of ICT equipment including mobile devices and bodycams ensuring they are charged, downloaded, updated and used in a secure way and in line with regulatory and operational procedures.

  • Working outside on waste sites in all weathers.

  • Supporting the Waste Enforcement Manager in the delivery of aspects of his or her role that are commensurate to the grade of the post.

  • Support other members of the team and assist with inductions and training.

Additional requirements:

General

  • The post holder may be required to work up to one day per calendar month on a weekend or Bank Holiday. Such days will be paid at overtime rates. For the avoidance of doubt this requirement to work is only if it is required and does not guarantee that weekend working or overtime will be routinely or regularly requested, nor should it be relied upon. This is a mandatory requirement and not optional and 1 months notice will be given if required to work.

  • This is an Essential Car User post and the post holder is required to hold a valid (Category B) driving licence and have a suitably insured vehicle available for work purposes at all times.
  • The post holder may be required to drive a manual LCC vehicle in relation to their role.
