Join the Housing Secretariat – Tenant Access and Support – Eviction Prevention in the Community (EPIC) program to contribute meaningful, program and system-level impacts that strengthen housing security for vulnerable Torontonians.
The EPIC Program is a cornerstone of the Housing Secretariat’s work to strengthen housing stability and prevent homelessness. Operating within a complex, multi-stakeholder and people-centred environment, EPIC advances upstream, system-level solutions that improve service quality, enhance tenant and service user experience, and delivers measurable outcomes aligned with the City’s HousingTO Action Plan. Grounded in data, lived experience, and strong cross-sector partnerships, the program plays a critical role in shaping responsive, equitable, and effective housing and homelessness systems for vulnerable Torontonians.
The Policy Development Officer is a key strategic role for a politically savvy, action-oriented professional with strong policy, research, and relationship-building expertise. Reporting to Housing Consultant or designate, the position leads strategic and operational policy development, program design, evaluation, and continuous improvement initiatives that support program, unit, and divisional priorities.
With strong communication, facilitation, and project leadership skills, the successful candidate will help translate strategy into action—strengthening service quality, accountability, and results across Toronto’s housing and homelessness prevention system.
