The expected starting base salary for this position is $125,417 – $131,689 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing

Under the direction of the Director, Standards & Policy Development (SPD), the Policy Consultant (PC) conducts policy research and prepares analyses related to nursing and midwifery standards of practice, other organizational and board policies, and contributes to integration of policy across BCCNM. The PC plans, develops, implements, evaluates a broad range of policy initiatives including the Standards of Practice using a wide range of strategies. The Consultant is also responsible for supporting the communication of the standards of practice and other policies to staff, licensees, and other external audiences.

Key responsibilities include:

  1. In consultation with the Director, SPD, plans, develops, and evaluates policy to ensure Registered Midwives, Registered Nurse, Nurse Practitioner, Licensed Practical Nurse, and Registered Psychiatric Nurse Standards of Practice and other organizational and Board policies reflect best practice in regulation.
  2. Reviews, analyzes, synthesizes, and responds to proposed policies, regulations and legislation from other regulatory bodies, government, and other organizations to ensure alignment, flags issues, and bring forward concerns in relation to nursing and midwifery practice and regulation.
  3. Collaborates on project planning initiatives and program design, development, implementation, and evaluation related to policy development.
  4. Leads project planning and initiatives related to policy development. Ensures project parameters of scope, schedule, and quality are successfully delivered.
  5. In consultation with the Director, SPD, collaborates with other regulators on policy development projects and program design and implementation from start to completion.
  6. Prepares reports, briefing notes, presentations and correspondence related to the College’s standards and policies for Leadership Team or Board approval as appropriate.
  7. Identifies key issues affecting nursing and midwifery practice and services and develops Standards of Practice and other resources to respond to issues.
  8. Consults and collaborates with internal and external audiences (government, other health professions regulators, employers, etc.) regarding policies and Standards of Practice.
  9. Uses a variety of methods to conduct research into key issues and policies and prepares analyses of research findings.
  10. Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.


Your education & skills

  • Master’s degree plus specialized nursing or midwifery education, or bachelor’s degree plus specialized nursing or midwifery education combined with additional education and experience.
  • 7 to 10 years of experience and evidence of increasingly complex roles. Experience with policy development, with a comprehensive knowledge of regulatory and professional practice issues.
  • Broad knowledge of health systems and ability to apply research processes and methods in policy development, recognize and evaluate trends, and critically evaluate programs and policies.
  • Well-developed leadership and facilitation skills, and excellent communication skills, both oral and written. Demonstrated strength in interpersonal and organizational skills.
  • Proven project management skills and expertise in change management.
  • A broad understanding of the health regulatory environment is preferred.
  • If a midwife, must hold practising or non-practising licensure in good standing with BCCNM. If a nurse, must hold practising licensure in good standing with BCCNM.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
  • Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.

BCCNM is the provincial regulator for all nurses and midwives in British Columbia. We regulate the four nursing designations--licensed practical nurses (LPN), nurse practitioners (NP), registered nurses (RN) and registered psychiatric nurses (RPN)--as well as registered midwives (RM).
