Summary

The Pasadena Police Department is seeking a Police Civilian Commander who is committed to fostering our culture of community service and proactively solving problems with an emphasis on fairness and personal engagement.

The Police Civilian Commander is a management position responsible for managing and directing the Support Services division of the Police Department. The incumbent directs the operations of the Police Dispatch and Emergency Communications, Property and Evidence, Records Management, Fleet and Technology Units and is part of the Police Department Command Staff.

  • Plans, organizes, directs, controls, integrates and evaluates the work of the Support Services division
  • Directs and manages the performance of divisional managers and staff
  • Provides day-to-day leadership and works with managers and staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and the City's mission, objectives and values
  • Through subordinate managers, ensures staffing and operational compliance with local, state and federal laws and regulations governing police dispatch and emergency communications, property and evidence, records management services, fleet and technology services
  • Through subordinate Police Administrators and Supervisors directs the Police Records section, Property and Evidence Section, Communications Section, Fleet and Technology Units
  • Plans, directs and implements special projects and assignments as directed by the Chief of Police and/or Deputy Chief.
  • Represents the Police Department to other departments, elected officials, professional associations, and community groups and outside agencies; participates in a variety of Police Department educational and special events.
  • Prepares City Council agenda reports and resolutions and makes presentations to the Council and commissions; performs research and analysis and prepares a variety of studies and reports; prepares, reviews and evaluates Requests for Qualifications/Proposals, contracts and scopes of work; negotiates, prepares and administers contracts and agreements; responds to information requests from other entities and the public and data requests and audits by state and federal regulatory agencies
  • Oversees implementation and operational management of the Active Intelligence Center (AIC), including coordinating technology, data, and workflows to support real-time crime analysis, drone deployments, and improved response times for critical incidents.

Education, Training and Experience

  • Bachelors degree in police science, public administration, or a related field, and
  • Three years of experience supervising a section or division of a police department; or an equivalent combination of training and experience.
  • A master's degree in administration of justice, business, management or a closely related field is highly desirable.

SELECTION PROCESS

The selection process may consist of a training and experience evaluation, written test, interview panel, and/or department-level interviews.

Supplemental information

Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.

Successful completion of a comprehensive background investigation is required, including a review of employment history, criminal conviction record, credit history, use of intoxicants and/or other controlled substances.
